Description

This program funds projects that improve the safety, efficiency, and reliability of intercity passenger and freight rail.
Background
The FY23-24 Consolidated Rail Infrastructure and Safety Improvements Grant Program is funded by the Federal Railroad Administration (FRA), Department of Transportation (DOT). The program aims to invest in a wide range of projects within the United States to improve railroad safety, efficiency, and reliability; mitigate congestion at both intercity passenger rail and freight rail chokepoints to support more efficient travel and goods movement; enhance multi-modal connections; and lead to new or substantially improved Intercity Passenger Rail Transportation corridors.

Grant Details
The program funds projects that improve the safety, efficiency, and reliability of intercity passenger and freight rail. It includes deployment of railroad safety technology, capital projects for acquiring, constructing, improving, or inspecting rail equipment, track and track structures, or a rail facility, highway-rail grade crossing improvement projects, rail line relocation or improvement projects, capital projects to improve short-line or regional railroad infrastructure, development and implementation of a safety program or institute designed to improve rail safety, measures to prevent trespassing and reduce associated injuries and fatalities, workforce development and training activities, research, development, and testing to advance innovative rail projects.

Eligibility Requirements
Eligible applicants include states (including the District of Columbia), groups of states, interstate compacts, public agencies or publicly chartered authorities established by one or more states, political subdivisions of a state, Amtrak or other rail carriers providing intercity rail passenger transportation, Class II or Class III railroads including any holding company of such railroads, federally recognized Indian tribes, any rail carrier or rail equipment manufacturer in partnership with eligible entities. Additionally, non-profit labor organizations representing employees of rail carriers or contractors are also eligible.

Grant Value
The total funding available for awards under this NOFO is up to $2,478,391,050. Additionally, certain funding amounts are set aside for specific purposes such as rural projects ($657,393,500), intercity passenger rail service routes ($150,000,000), measures to prevent trespassing ($32,724,132), deployment of magnetic levitation transportation projects ($7 million), and workforce development activities ($5 million). The Federal share of total costs for CRISI Program projects funded under this NOFO shall not exceed 80 percent.

A Class II railroad or Class III railroad, including any holding company of a Class II railroad or Class III railroad (as those terms are defined in section 20102). 8. An association representing 1 or more railroads described in paragraph (7). 9. A federally recognized Indian Tribe. 10. Any rail carrier or rail equipment manufacturer in partnership with at least 1 of the entities described in paragraphs (1) through (5). 11. The Transportation Research Board and any entity with which it contracts in the development of rail-related research, including cooperative research programs. 12. A University transportation center engaged in rail-related research. 13. A non-profit labor organization representing a class or craft of employees of rail carriers or rail carrier contractors.
