Description

This program funds capital projects that reduce the state of good repair backlog, improve performance, or expand or establish new intercity passenger rail service.

Background
The Federal-State Partnership for Intercity Passenger Rail Program (FSP Program) provides a Federal funding opportunity to improve American passenger rail assets. The program aims to expand or establish new intercity passenger rail service, reduce the state of good repair backlog, improve performance, and enhance rail safety. It is authorized in Sections 22106 and 22307 of the Infrastructure Investment and Jobs Act (IIJA), codified at 49 U.S.C. 24911.

Grant Details
The program funds capital projects that reduce the state of good repair backlog, improve performance, or expand/establish new intercity passenger rail service. Eligible projects include infrastructure replacement, rehabilitation, or repair; improvements to intercity passenger rail service performance; expansion or establishment of new intercity passenger rail service; and planning, environmental studies, and final design for such projects.

Eligibility Requirements
Eligible applicants include States, groups of States, Interstate Compacts, public agencies or publicly chartered authorities established by one or more States, political subdivisions of a State, Amtrak, Federally recognized Indian Tribes, and any combination of these entities. Applicants must provide a minimum 20 percent non-Federal share of total project costs.

Period of Performance
Applications for funding under this solicitation are due no later than 5 p.m. ET on March 7, 2023. The period of performance for the grant will be determined based on the specific project awarded.

Grant Value
The total funding available for awards under this NOFO is up to $2,283,150,000 made available by IIJA supplemental appropriations and the Appropriations Act. The Federal share of total costs for FSP projects funded under this notice shall not exceed 80 percent.

Place of Performance
Projects not located on the Northeast Corridor are eligible for funding under this notice.
