Description

This program funds capital projects on the Northeast Corridor that reduce the state of good repair backlog, improve performance, or expand or establish new intercity passenger rail service.
Background
The Federal-State Partnership for Intercity Passenger Rail Program (FSP Program) provides a Federal funding opportunity to improve American intercity passenger rail infrastructure. The program funds projects that reduce the state of good repair backlog, improve performance, or expand/establish new intercity passenger rail service, including privately operated intercity passenger rail service if an eligible applicant is involved.

Grant Details
The FSP Program is authorized in sections 22106 and 22307 of the IIJA, codified at 49 U.S.C. 24911. It funds capital projects on the Northeast Corridor (NEC) that reduce the state of good repair backlog, improve performance, or expand/establish new intercity passenger rail service. The notice solicits applications for Major Backlog, Capital Renewal, Improvement, and Stations projects and Planning Studies identified on the NEC Project Inventory. The FSP Program will prioritize Major Backlog projects and Planning Studies and will select projects consistent with the NEC Project Inventory. There are no predetermined minimum or maximum dollar thresholds for awards. FRA intends to make multiple awards with the available funding.

Eligibility Requirements
Eligible applicants include States, groups of States, Interstate Compacts, public agencies or publicly chartered authorities established by one or more States, political subdivisions of a State, Amtrak, federally recognized Indian Tribes, or any combination of these entities. Applicants must have necessary agreements to implement, manage, and oversee the project with all appropriate parties. Cost sharing or matching may be used only for authorized Federal award purposes. Projects on the NEC Project Inventory are eligible for funding under this notice.

Period of Performance
Applications for funding under this solicitation are due no later than 5 p.m. ET, March 27, 2023. Applications that are incomplete or received after this deadline will not be considered for funding.

The total funding available for awards under this NOFO is up to $8,979,150,000 made available by Supplemental Appropriations and the Appropriations Act.
