Description

The CDLPI program objective is to provide financial assistance to States and other eligible entities to carry out and improve the national CDL program. The national CDL program focuses on the concept that each driver has only one driving record and only one licensing document, commonly referred to as " One Driver One License One Record." Further, the national CDL program requires States to conduct knowledge and skills testing before issuing a Commercial Learner's Permit (CLP) and/or CDL; to maintain a complete and accurate driver history record (DHR) for anyone who obtains a CLP and/or CDL; and to impose driver disqualifications, as required by the regulations.
Background
The U.S. Department of Transportation (DOT), through the Federal Motor Carrier Safety Administration (FMCSA), is announcing its Fiscal Year (FY) 2025 Commercial Driver's License Program Implementation (CDLPI) financial assistance program. The objective of the CDLPI program is to provide financial assistance to States and other eligible entities to enhance and improve the national Commercial Driver's License (CDL) program. This program emphasizes that each driver has only one driving record and one licensing document.

The program is authorized under 49 U.S.C. § 31313, as modified by Section 23001(b) of Public Law 117-58 (2021), known as the Infrastructure Investment and Jobs Act. FMCSA aims to reduce crashes, injuries, and fatalities involving large trucks and buses by partnering with various stakeholders involved in CDL activities.

Grant Details
The CDLPI program will provide financial assistance for projects that support compliance with Federal CDL regulatory requirements, including but not limited to:

1. Achieving or maintaining compliance with FMCSA’s CDL rulemakings.
2. Correcting and mitigating CDL regulatory compliance findings.
3. Improving accuracy, completeness, and timeliness of required data elements in the Commercial Driver's License Information System (CDLIS).
4. Enhancing partnerships among State Driver Licensing Agencies (SDLAs), law enforcement, and judicial partners to improve outreach and training on CDL disqualifications.
5. Supporting operational maintenance projects that sustain compliance with Federal regulations.
6. Innovative approaches to improving CDL issues such as human trafficking prevention, testing integrity, fraud prevention methods, and efficiency in adjudication processes.

Eligibility Requirements
Eligible applicants include State governments, county governments, city or township governments, public/state-controlled institutions of higher education, Indian/Native American Tribal governments (federally recognized), non-profits with 501(c)(3) IRS status (excluding institutions of higher education), private institutions of higher education, for-profit organizations (other than small businesses), small businesses, Hispanic-serving institutions, Historically Black Colleges and Universities (HBCUs), Tribally Controlled Colleges and Universities (TCCUs), Alaska Native and Native Hawaiian Serving Institutions. SDLAs must comply with specific safety laws compatible with Federal requirements.

Period of Performance
The period of performance for awarded grants will be available for the fiscal year of award plus four succeeding years; however, it may be awarded for a shorter period depending on project needs.

Grant Value
FMCSA anticipates awarding approximately $89.4 million during FY 2025 across approximately 55 awards. Each applicant can propose up to four projects per application.

Place of Performance
The grant activities are expected to be performed within the jurisdictions of the applying State or local government entities.
