A. PROGRAM DESCRIPTION

U.S. Embassy Tokyo's Public Affairs Section of the U.S. Department of State announces an open competition for organizations to submit applications to carry out its U.S. Speakers' Program. The Speakers' Program brings dynamic U.S. citizen experts to Japan to engage professional and student audiences throughout the country on topics of strategic importance to the United States and Japan. Specifically, the program seeks to influence local audiences on regional security, cybersecurity, climate and energy issues, diversity, equity and inclusion, advancing women's economic empowerment, supply chain protection, foreign information manipulation and U.S. current issues. The program also seeks to establish concrete networking and contact-building opportunities among U.S. experts and local audiences. Programs may take place in person or virtually (all applications should include a plan for some virtual engagement). We highly recommend potential applicants to collaborate and coordinate with project partners in Japan in order to implement the requested programs successfully. We expect to select one program implementer for a grant award of up to $200,000.

Background
The U.S. Embassy Tokyo’s Public Affairs Section of the U.S. Department of State is conducting an open competition for organizations to submit applications to carry out its U.S. Speakers’ Program. The program aims to bring dynamic U.S. citizen experts to Japan to engage professional and student audiences on topics of strategic importance to the United States and Japan, such as regional security, cybersecurity, climate and energy issues, diversity, equity and inclusion, advancing women’s economic empowerment, supply chain protection, foreign information manipulation, and U.S. current issues.

Grant Details
The selected program implementer will be responsible for conducting one to two U.S. speaker programs on priority topics in regional security, one program on cybersecurity, one program on climate and energy issues, one program on diversity equity and inclusion, and one or two programs on advancing women’s economic empowerment within a period of up to 24 months.

The program implementer will be expected to research and provide names of U.S. experts, contact speakers identified by the U.S. Embassy Tokyo Public Affairs Section, prepare Japanese translations of speaker bios and program invitations in Japanese, find appropriate moderators when requested, process all necessary logistical arrangements for speakers to travel to Japan or arrange virtual programs including providing an appropriate virtual platform, interpretation and closed caption services, design of landing page, recording of the event, etc., as well as provide miscellaneous administrative support for speakers as requested by U.S. Embassy Tokyo Public Affairs Section.

Eligibility Requirements
Eligible applicants include not-for-profit organizations (including think tanks and civil society/non-governmental organizations), public and private educational institutions, public international organizations, and governmental institutions.

Cost sharing is encouraged but not required.

All organizations must have a Unique Entity Identifier (UEI) number issued via www.SAM.gov as well as a valid registration on www.SAM.gov.

Period of Performance
The length of the performance period is up to 24 months with a proposed start date no later than October 31, 2024.

Grant Value
The total available funding is $200,000 with anticipated awards ranging from a minimum of $100,000 to a maximum of $200,000.

Place of Performance
The primary audience for the programs includes emerging voices such as junior or new members in business, technology, education, government and public administration; established leaders including public figures at the top of their industry; alumni of U.S. government-sponsored exchange programs; and Japanese audiences.
