The Transitional Living Program (TLP) provides safe, stable, and appropriate shelter for runaway and homeless youth ages 16 to under 22 for up to 18 months and, under extenuating circumstances, can be extended to 21 months. TLPs provide comprehensive services that supports the transition of homeless youth to self-sufficiency and stable, independent living. Through the provision of shelter and an array of comprehensive services, TLP youth will realize improvements in four core outcome areas (i.e., safe and stable housing, education/employment, permanent connections, and social and emotional well-being).

Background
The Transitional Living Program (TLP) provides safe, stable, and appropriate shelter for runaway and homeless youth ages 16 to under 22 for up to 18 months. Under extenuating circumstances, the program can be extended to 21 months. TLPs provide comprehensive services that support the transition of homeless youth to self-sufficiency and stable, independent living.

Grant Details
The TLP provides shelter and comprehensive services to youth ages 16 through 21 for up to 18 months or, under extenuating circumstances, 21 months. Participating youth must meet specific criteria such as having run away or left home without permission of their parents or guardians, being forced to leave their home, or being homeless or at risk of experiencing homelessness. The program aims to help youth establish self-sufficient and sustainable living and well-being for themselves. The TLP projects funded under this opportunity must provide both shelter and supportive services. The program also requires a comprehensive youth-centered services model utilizing a trauma-informed approach and Positive Youth Development (PYD) framework. Additionally, the program must ensure equitable treatment of all youth receiving services funded by the program.

Eligibility Requirements
Eligible applicants include public and nonprofit private entities, state, county, city or township governments, independent school districts, public- and state-controlled institutions of higher education, private institutions of higher education, public housing authorities and Indian housing authorities, nonprofits with or without a 501(c)(3) status with the Internal Revenue Service (IRS), federally recognized Native American tribal governments and organizations. For-profit organizations are not eligible. Faith-based and community organizations that meet the eligibility requirements are also eligible for awards under this funding opportunity.

Period of Performance
The funding period is a 60-month period with five 12-month budget periods. Awards are subject to federal funds availability. Non-competing continuation awards will be offered for the second, third, and fourth budget periods based on satisfactory progress.

$17,004,914 is the estimated total program funding with a total expected awards of 68. The minimum award amount for the first budget period is $100,000 while the maximum award amount is $250,000.

Additional Info
Public (state and local) and private nonprofit entities and coordinated networks of such entities, are eligible to apply unless they are part of the juvenile justice system. For profit organizations are not eligible. Private institutions of higher education must be non-profit entities. In selecting applications for to receive grants under the TLP, priority will be given to public and non-profit private agencies that have experience in providing services to runaway, homeless, and street youth. Applications from individuals (including sole proprietorships) and foreign entities are not eligible and will be disqualified from the merit review and funding under this funding opportunity. Faith-based and community organizations that meet the eligibility requirements are eligible to receive awards under this funding opportunity. Faith-based organizations may apply for this award on the same basis as any other organization, as set forth at and, subject to the protections and requirements of 45 CFR Part 87 and 42 U.S.C. 2000bb et seq., ACF will not, in the selection of recipients, discriminate against an organization on the basis of the organization's religious character, affiliation, or exercise.
