Description

The National Park Service's (NPS) African American Civil Rights Grant Program (AACR) will document, interpret, and preserve the sites and stories of the full history of the African American struggle to gain equal rights as citizens from the transatlantic slave trade forward. The NPS 2008 report, Civil Rights in America, A Framework for Identifying Significant Sites, will serve as a guide in determining the appropriateness of proposed projects and properties. African American Civil Rights Network (AACRN) Preservation Grants are funded by the Historic Preservation Fund (HPF), administered by the NPS, and will fund a broad range of preservation projects for historic sites including: architectural services, historic structure reports, preservation plans, and physical preservation to structures. Grants are awarded through a competitive process and do not require non-Federal match.FY2023 Public Law 117-328 provides $24 million for the AACR Grant Program, of that $5 million is available for these AACRN Preservation Grants.

The program funds history and preservation projects using the NPS report, Civil Rights in America, A Framework for Identifying Significant Sites, as a guide in determining the appropriateness of proposed projects and properties. Grants are awarded through a competitive process and do not require non-Federal match.

Grant Details
The AACRN Preservation Grants funded by the Historic Preservation Fund (HPF), administered by the NPS, will fund a broad range of preservation projects for historic sites including architectural services, historic structure reports, preservation plans, and physical preservation to structures.

The budget justification worksheet is where the applicant breaks down their total project cost into Federal or matching share within nine budget categories. Administrative costs can be defined as allowable, reasonable, and allocable costs related to the overall management of activities directly related to finance (accounting, auditing, budgeting, contracting), general administrative salaries and wages (grant administration, personnel, property management, equal opportunity) and other “overhead” functions not directly attributable to specific program areas identified in the grant agreement. All administrative costs reported must be absolutely necessary for project and/or program implementation.

Section One covers personnel involved in managing the project. Section Two documents any personnel that have fringe benefits charged to the project. Section Three covers necessary travel. Section Four is for equipment as defined by 2 CFR 200.1 “Equipment”. Section Five is for supplies and materials. Section Six lists any consultants expected to be hired to assist with the project. Section Seven is for any costs related to physical construction or conservation. Section Eight is for any other costs either not captured in the sections above or as overflow from above sections. Section Nine provides a line for indirect costs if they are being charged to the grant.

Eligibility Requirements
Eligible applicants include non-profit organizations with proof of AARN membership. Costs must be eligible, reasonable, and directly relevant to the project, including costs covered by matching share.
