Description

FY2022 Battlefield Restoration Grants
Background
The National Park Service’s American Battlefield Protection Program (NPS ABPP) assists citizens, public and private institutions, and governments at all levels in planning, interpreting, and protecting sites where historic battles were fought on American soil. The National Park Service’s Battlefield Restoration Grant Program will provide assistance for the restoration of day-of-battle conditions of American Revolution, Civil War, and War of 1812 properties that have been acquired and protected with assistance from the NPS’s Battlefield Land Acquisition Grant (BLAG) Program established under 54 U.S.C. §308103(b) and are located outside the external boundaries of a unit of the National Park System. These grants are funded from the Land and Water Conservation Fund, which invests earnings from offshore oil and gas leasing to help strengthen communities, preserve history and protect the national endowment of lands and waters, and are administered by the NPS ABPP.

Grant Details
Two categories of grants are available for activities supporting the restoration of day-of-battle conditions at eligible properties: Planning grants are available to fund early stages of project development, such as research, documentation, and evaluation to determine appropriate treatment options that meet the Secretary of the Interior’s Standards for the Treatment of Historic Properties and Guidelines for the Treatment of Historic Landscapes; consultation with stakeholders; development of comprehensive treatment and management plans, schematic designs, and/or specifications.

Implementation grants are available to applicants who have completed planning activities prior to application. These include evaluation of historic resources, identification if preservation, rehabilitation, or restoration is the most appropriate and viable option according to the Secretary of the Interior’s Standards for the Treatment of Historic Properties and Guidelines for the Treatment of Historic Landscapes, prior to application. Proposed treatments may include reconstruction of specific features or elements within a landscape.

Eligibility Requirements
Eligible applicants include state governments, county governments, city or township governments, public and State controlled institutions of higher education, Native American tribal governments (Federally recognized), Native American tribal organizations (other than Federally recognized tribal governments), nonprofits having a 501(c)(3) status with the IRS, other than institutions of higher education, nonprofits without 501(c)(3) status with the IRS, other than institutions of higher education, private institutions of higher education.

Period of Performance
The period of performance for planning grants should range from 1-2 years with a federal share ranging from $30,000-$100,000.

The period of performance for implementation grants should range from 2-5 years with a federal share ranging from $50,000-$500,000.

Grant Value
$2 million is estimated as total funding with an expected maximum award amount of $500,000 and a minimum award amount of $30,000.

Place of Performance
The grant will be performed at eligible properties located outside the external boundaries of a unit of the National Park System.
