The DoD is soliciting applications for the acquisition of equipment/instrumentation under the Fiscal Year 2025 Research and Education Program for HBCUs/MIs. The Research and Education Program is designed to enhance the research capabilities of HBCUs and MIs and to strengthen their STEM education programs. The purpose of the funding under this FOA is to (1) support the acquisition of equipment/instrumentation to augment existing capabilities or to develop new capabilities in research areas of interest to DoD, and (2) attract students to pursue studies leading to STEM careers. Although funding provided under this FOA cannot be used for student support, in order to further DoD's objective of attracting students to pursue studies leading to STEM careers, applicants must address the impact of the requested equipment/instrumentation on student participation in research

Background
The Department of Defense (DoD) is issuing this Funding Opportunity Announcement (FOA) for the Fiscal Year 2025 Research and Education Program aimed at Historically Black Colleges and Universities and Minority-Serving Institutions (HBCUs/MIs). Grant Details
The funding under this FOA aims to:

(2) attract students to pursue studies leading to STEM careers. Applicants must address how the requested equipment/instrumentation will impact student participation in research. Eligible items must have an acquisition cost of $10,000 or more and a useful life exceeding one year. Applications may request funding ranging from $200,000 to $1,000,000. All applications must be submitted through Grants.gov.

Eligibility Requirements
Eligibility is limited to 'covered educational institutions' as defined by 10 U.S.C. ยง 4144, which includes institutions eligible for assistance under Title III or Title V of the Higher Education Act of 1965 or accredited post-secondary minority institutions. Institutions must provide a Department of Education eligibility letter for Title III or Title V assistance with their application.

Period of Performance
The performance period for awarded grants will be 12 months, with awards expected to be issued by early October 2025.

Grant Value
DoD intends to award approximately $55 million under this FOA, with individual grant awards ranging from $200,000 to $1,000,000.

Place of Performance
The grant activities will be performed at eligible HBCUs and MIs across the United States.
