FY 2026 Kennedy-Lugar Youth Exchange and Study (YES)

Background
The Bureau of Educational and Cultural Affairs (ECA) invites proposals for a cooperative agreement to implement the FY 2026 Kennedy-Lugar Youth Exchange and Study (YES) high school exchange program. The YES program aims to cultivate a network of young leaders who understand and support U.S. principles, focusing on entrepreneurship, innovation, civic engagement, and leadership. It equips American youth participants with essential language skills and cross-cultural competencies for success in international business, diplomacy, and security. The program supports U.S. interests by fostering connections among young people from the United States and strategically important countries.

Grant Details
The program requires the following tasks: manage overseas operations; recruit and select inbound participants; arrange travel; oversee database and website management for all inbound participants; coordinate overall program activities; manage host family and school placements for inbound foreign participants in the U.S.; organize 'American Excellence' enhancement activities; provide ongoing monitoring and support.

Up to 270 foreign high school participants will study in the U.S. for an academic semester, living with host families, attending high school, performing community service, and participating in enhancement activities. Applicants may propose a YES Abroad component to recruit up to 30 American students for study abroad.

Eligibility Requirements
Eligible applicants include U.S. not-for-profit organizations (including think tanks and civil society/non-governmental organizations) and U.S. not-for-profit public and private educational institutions. Organizations must demonstrate at least four years of experience in conducting international exchanges to be eligible for awards exceeding $130,000 in ECA funding.

Period of Performance
The period of performance is approximately 15 months, from June 2026 to September 30, 2027.

Grant Value
The total available funding is approximately $10,000,000, pending availability of funds. ECA expects to issue one award.

Place of Performance
The grant will be performed in the United States.
