Background

The PDG B-5 Systems-Building Grant provides funding for states and territories to:

- Maximize family choice across ECE options.
- Ensure alignment with a comprehensive statewide birth-to-five needs assessment and strategic plan.

Key tasks include conducting a statewide ECE needs assessment, developing a strategic plan that integrates various ECE policies and funding streams, and implementing outcome strategies that advance program priorities such as reconciling fragmented systems into a unified structure.

Eligibility Requirements
Eligible applicants include the 45 states and territories that were not awarded a PDG B-5 Renewal Grant in September 2024. Individuals, sole proprietorships, and foreign entities are not eligible. The governor of the state must designate or function as the entity responsible for applying for funding and administering the grant.

Period of Performance
The project period is expected to last one year, from December 31, 2025, through December 30, 2026.

Grant Value
The total expected program funding is $222 million. Up to 25 awards will be made with a minimum award amount of $500,000 and a maximum award amount of $15 million.

Place of Performance
The grant will be performed in eligible states and territories across the United States.
