Background
The U.S. Department of Energy (DOE), through its Office of Science (SC), is issuing a Notice of Funding Opportunity (NOFO) for the FY 2025 Phase II Release 1 under the Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) programs. This NOFO invites eligible Phase I and Phase II awardees to apply for Phase II awards, which aim to support research and development (R&D) efforts that align with DOE objectives and facilitate the transition of innovations towards commercialization.

Grant Details

Eligibility Requirements
Eligible applicants must be domestic small business concerns (SBCs) that meet specific size standards set by the SBA. Applicants must have an active System for Award Management (SAM) registration at the award start date. Letters of Intent are required for all potential applicants.

Only currently active DOE SBIR or STTR Phase I awardees or non-DOE SBIR or STTR Phase I awardees who meet certain criteria are eligible to apply for Initial Phase II awards. Additional eligibility requirements apply for second and third phase awards.

Period of Performance
The expected project period ranges from 12 months to 24 months.

Grant Value
The total value of the grant opportunity is $87,000,000 with individual grants valued between $1,100,000 and $1,600,000.

Place of Performance
All funded research or R&D must be performed in the U.S., except under exceptional circumstances.
