Description

BUILD grants are to be awarded on a competitive basis for surface transportation infrastructure projects with a significant local or regional impact.

Program statute, 49 USC Sec 6702, specifies that not more than 50 percent of funds shall be awarded to projects in rural areas with a population equal to or less than 200,000 and directs that not more than 50 percent of the funds shall be awarded to projects located in urban areas with a population of more than 200,000. Per statute, DOT is also required to award at least 5 percent for eligible planning, preparation, or design of projects eligible for BUILD Grants that do not result in construction. Statue also directs that at least 1 percent be awarded to projects located in historically disadvantaged communities or areas of persistent poverty.

BUILD Transportation Discretionary Grants may not be less than $5 million and not greater than $25 million, except that for projects located in rural areas the minimum BUILD Transportation Discretionary Grant size is $1 million. There is no minimum award size for planning projects.

The FY 2025 BUILD NOFO is open. The Department is accepting applications until the January 30, 2025 statutory deadline. Applicants must submit applications via grants.gov by 11:59 pm eastern. The statutory deadline cannot be extended, and the Department does not accept late applications.

Additional Information on Eligibility: Eligible Applicants for BUILD Transportation Discretionary Grants are States and the District of Columbia; any territory or possession of the United States; a unit of local government; a public agency or publicly chartered authority established by 1 or more States; a special purpose district or public authority with a transportation function, including a port authority; a Federally recognized Indian Tribe or a consortium of such Indian Tribes; a transit agency; and a multi-State or multijurisdictional group of entities. Multiple States or jurisdictions may submit a joint application and must identify a lead applicant as the primary point of contact. Each project party in a joint application must be an Eligible Applicant. Joint applications must include a description of the roles and responsibilities of each project party and must be signed by each project party.
