FY 2025 Commercial Driver's License Program Implementation (CDLPI)

Background
The U.S. Department of Transportation’s (DOT) Federal Motor Carrier Safety Administration (FMCSA) announces its Fiscal Year (FY) 2025 Commercial Driver's License Program Implementation (CDLPI) financial assistance program. The program aims to provide financial assistance to States and other eligible entities to improve the national Commercial Driver's License (CDL) program. This program emphasizes that each driver has only one driving record and one licensing document.

The CDL program mandates knowledge and skills testing before issuing a Commercial Learner’s Permit (CLP) or CDL. It also requires maintaining accurate driver history records and enforcing driver disqualifications as per regulations. FMCSA anticipates awarding approximately $88.7 million during FY 2025, subject to congressional appropriations.

Grant Details
The CDLPI program will support various tasks including:
1. Achieving compliance with FMCSA’s CDL rulemakings and supporting the National Roadway Safety Strategy (NRSS).
2. Correcting and mitigating CDL regulatory compliance findings.
3. Improving the accuracy, completeness, and timeliness of required data elements in the Commercial Driver's License Information System (CDLIS).
4. Enhancing partnerships among State Driver Licensing Agencies (SDLAs), law enforcement, and judicial partners to increase outreach on CDL disqualifications.
5. Supporting operational maintenance projects that sustain compliance with federal regulations related to CDLs.

Eligibility Requirements
Eligible applicants include State Governments, County Governments, City or Township Governments, Public/State Controlled Institutions of Higher Education, Indian/Native American Tribal Governments, Nonprofits with 501(c)(3) status, Private Institutions of Higher Education, For-Profit Organizations (other than small businesses), Small Businesses, Hispanic-serving Institutions, Historically Black Colleges and Universities (HBCUs), Tribally Controlled Colleges and Universities (TCCUs), Alaska Native and Native Hawaiian Serving Institutions.

SDLAs must comply with federal safety laws compatible with 49 CFR parts 383 and 384.

Period of Performance
Funding is available for the fiscal year of award and the four succeeding years; however, it may be awarded for a shorter period depending on project needs.

Grant Value
FMCSA anticipates awarding approximately $88.7 million during FY 2025 across approximately 55 awards.

Place of Performance
The grant activities will primarily take place within the respective States of the applicants.
