FY 2024 Phase II Release 2

Background
The Department of Energy (DOE) is inviting eligible Phase I and Phase II awardees to apply for Phase II awards (initial, second, and third) under this Funding Opportunity Announcement (FOA). The purpose of the awards is to perform the research and development (R&D) required to meet the DOE objectives stated in the topic and subtopic of the Phase I FOA. The FOA encourages diversity, equity, inclusion, and accessibility in research environments and workplaces.

Grant Details
The FOA provides detailed information on the types of awards available. This includes Initial Phase II Awards, Second Phase II Awards (Phase IIA and Phase IIB), and Third Phase II Awards (Phase IIC). It specifies the maximum and minimum award sizes for each type of award. Additionally, it outlines special requirements for projects funded by the Bipartisan Infrastructure Law (BIL) and provides information on the Justice40 initiative.

Eligibility Requirements
Eligible applicants include domestic small business concerns (SBCs), with additional eligibility requirements for different types of Phase II mechanisms. For example, only currently active DOE SBIR or STTR Phase I awardees with awards resulting from FOA DE-FOA-0002903 are eligible to apply for an Initial Phase II award under this FOA. Renewal applications are also accepted under this FOA.

Period of Performance
DOE anticipates making awards that will run for up to 24 months over two budget periods. For initial Phase II awards, the first budget period is anticipated to begin September 10, 2024. Funding for the second budget period will be contingent on progress, programmatic priorities, availability of funds, and compliance with award terms and conditions.

Grant Value
Approximately $125,000,000 is expected to be available for awards under this FOA. The anticipated median award size will be approximately $1,100,000.
