This FOA describes two distinct funding opportunities for DOE: the Small Business Innovation Research (SBIR) and the Small Business Technology Transfer (STTR) programs for Fiscal Year (FY) 2024. Both Phase I and Fast-Track grant opportunities are included in this FY 2024 Phase I Release 2 competition.

This FOA describes two distinct funding opportunities for DOE: the Small Business Innovation Research (SBIR) and the Small Business Technology Transfer (STTR) programs for Fiscal Year (FY) 2024. Both Phase I and Fast-Track grant opportunities are included in this FY 2024 Phase I Release 2 competition.

Grant Details
Phase I grants resulting from this competition will be made during FY 2024 to small businesses with maximum award sizes of $200,000 or $250,000. The period of performance will depend on the scope of the effort but will not exceed 12 months.

Phase I is to evaluate the scientific or technical merit and feasibility of ideas that appear to have commercial potential and/or substantial application in support of DOE mission research.

Fast-Track grants are opportunities to expedite the decision and award of SBIR and STTR Phase I and II funding for scientifically meritorious applications that have a high potential for commercialization. Fast-Track grant awards resulting from this competition will be made during FY 2024 to small businesses with maximum award sizes of $1,300,000 or $1,850,000 depending on the topic. The period of performance under Fast-Track will depend on the scope of the effort but will not exceed 36 months.

Eligibility Requirements
Small businesses with a place of business located in the U.S., which operates primarily within the U.S. or which makes a significant contribution to the U.S. economy through payment of taxes or use of American products, materials or labor are eligible to apply for Phase I and Fast-Track grants.

Period of Performance
Phase I awards will have a period of performance of 6 to 12 months with a start date of July 22, 2024.

Fast-Track awards will have period of performances of up to 36 months with the project beginning on July 22, 2024.

Grant Value
Approximately $65,000,000 is expected to be available for new awards under this FOA. The anticipated median Phase I award will be approximately $200,000.
