This announcement is designed to accompany PRM's General NGO Guidelines, which contain additional information on PRM's priorities and NGO funding strategy with which selected organizations must comply. Please use both the General NGO Guidelines and this announcement to ensure that your submission is in full compliance with PRM requirements and that the proposed activities are in line with PRM's priorities. Submissions that do not reflect the requirements outlined in these guidelines will not be considered. In Ecuador and Peru, proposed activities should primarily support Colombian and Venezuelan refugees, asylum seekers, and vulnerable migrants. Based on its authorities, PRM will consider funding only those programs in Ecuador and Peru that include a target program participant base of at least 50 percent Venezuelan and Colombian refugees, asylum seekers, and vulnerable migrants. In Brazil and Colombia, proposed activities should primarily support Venezuelan refugees, asylum seekers, and vulnerable migrants. Proposed activities should fill a gap in assistance not currently covered by International Organizations (IOs), local authorities, or other organizations. Based on PRM's authorities, PRM will consider funding only those programs in Brazil and Colombia that include a target program participant base of at least 50 percent Venezuelan refugees, asylum seekers, and vulnerable migrants. The remaining percentage of participants can be from these or other populations, including the host community.

Background
The FY 2024 Notice of Funding Opportunity (NOFO) is issued by the U.S. Department of State, Bureau of Population, Refugees, and Migration (PRM) for NGO programs benefiting vulnerable PRM populations of concern in South America. The announcement is designed to accompany PRM’s General NGO Guidelines, which contain additional information on PRM’s priorities and NGO funding strategy with which selected organizations must comply.

Grant Details
The grant opportunity requires proposed activities to primarily support Colombian and Venezuelan refugees, asylum seekers, and vulnerable migrants in Ecuador, Peru, Brazil, and Colombia. Programs should fill a gap in assistance not currently covered by International Organizations (IOs), local authorities, or other organizations.

The period of performance for programs is 12 months for a period not to exceed two years.

Eligibility Requirements
Eligible applicants include nonprofits having a 501(c)(3) status with the IRS or without 501(c)(3) status with the IRS but must be able to demonstrate proof of registration in the country of domicile. International Organizations are also eligible to apply. Cost sharing or matching is not a requirement for application. Proposals must adhere to relevant international standards for humanitarian assistance.

Period of Performance
The proposed program start dates are approximately September 1, 2024 but no later than September 30, 2024. The duration of activity varies based on country-specific guidelines.

Multi-year proposals with activities and budgets that do not exceed two years from the proposed start date are accepted.

Grant Value
The total anticipated amount to be awarded through this NOFO for all countries combined is approximately $23.3 million. The amount of funding available per award will be determined based on applications received and available funding.

The specific geographic locations where the grant will be performed include Ecuador, Peru, Brazil, and Colombia.
