Description

This notice is not a mechanism to fund existing NOAA awards. The purpose of this notice is to request applications for special projects and programs associated with NOAA's strategic plan and mission goals, as well as to provide the general public with information and guidelines on how NOAA will select applications and administer discretionary Federal assistance under this Broad Agency Announcement (BAA). Each NOAA Line Office that supports financial assistance (National Marine Fisheries Service, National Ocean Service, National Weather Service, Office of Atmospheric Research, Office of Education, and National Environmental Satellite Data Information Service) has a separate BAA found in Grants.gov, so applicants should submit their application to the BAA for the Line Office that best fits their application. A description of NOAA Line Offices is found at https://www.corporateservices.noaa.gov/public/lineoffices.html and https://www.noaa.gov/office-education, and applicants may contact the Agency Contacts in Section VII. below for more information. If you submit the same application to more than one Line Office, mention this in your application and notify the relevant contacts in Section VII. so that NOAA may coordinate internally.

Background
The FY 2024 – 2026 Broad Agency Announcement (BAA) is issued by the Office of Oceanic and Atmospheric Research (OAR) under NOAA. The purpose of this announcement is to solicit applications for special projects and programs that align with NOAA's strategic plan and mission goals.

This BAA serves as a mechanism to encourage research, education, outreach, innovative projects, or sponsorships that are not covered by NOAA's competitive discretionary programs. It is important to note that this announcement does not fund existing NOAA awards.

Grant Details
The BAA seeks applications for interdisciplinary and innovative ocean exploration-related projects that support NOAA's priorities. Proposals should address one or more of the following themes:

1) Ocean exploration of unknown or poorly known areas;
2) Maritime heritage exploration;
3) Application of new or novel ocean technologies;
4) Outreach and education initiatives promoting diversity, equity, inclusion, and accessibility.

All proposals must align with the NOAA Ocean Exploration Strategic Plan and consider the Strategic Priorities for Ocean Exploration in U.S. waters. The funding is contingent upon appropriations in the applicable fiscal years.

Eligibility Requirements
Eligible applicants include institutions of higher education, nonprofits, commercial organizations, international or foreign organizations or governments, individuals, state, local, and Indian Tribal governments. Federal organizations are not eligible unless they contact relevant program officials regarding interagency agreements.

Period of Performance
The anticipated start date for awards will generally be three to six months after receipt of applications. Applications should typically be submitted for a one-year award period but may be negotiated if recommended for funding.

Grant Value
There are no specific funds appropriated by Congress for this BAA; funding is contingent upon the availability of appropriations in the applicable fiscal years.

Place of Performance
Proposed projects may not be restricted to U.S. jurisdiction but must demonstrate how they will provide national benefit.
