Description

This notice is not a mechanism to fund existing NOAA awards. The purpose of this notice is to request applications for special projects and programs associated with NOAA's strategic plan and mission goals, as well as to provide the general public with information and guidelines on how NOAA will select applications and administer discretionary Federal assistance under this Broad Agency Announcement (BAA). Each NOAA Line Office that supports financial assistance (National Marine Fisheries Service, National Ocean Service, National Weather Service, Office of Atmospheric Research, Office of Education, and National Environmental Satellite Data Information Service) has a separate BAA found in Grants.gov, so applicants should submit their application to the BAA for the Line Office that best fits their application. A description of NOAA Line Offices is found at https://www.corporateservices.noaa.gov/public/lineoffices.html and https://www.noaa.gov/office-education, and applicants may contact the Agency Contacts in Section VII. below for more information. If you submit the same application to more than one Line Office, mention this in your application and notify the relevant contacts in Section

Background
The FY 2024 – 2026 Broad Agency Announcement (BAA) is issued by the Office of Oceanic and Atmospheric Research (OAR) under NOAA. This announcement aims to solicit applications for special projects and programs that align with NOAA's strategic plan and mission goals.

It serves as a guide for the general public on how NOAA will select applications and administer discretionary Federal assistance. Each NOAA Line Office has its own BAA, and applicants are encouraged to submit their applications to the appropriate Line Office.

Grant Details
This BAA encourages research, education, outreach, innovative projects, or sponsorships not covered by NOAA’s competitive discretionary programs. The funding is contingent upon appropriations in applicable fiscal years.

The program priorities include:
1) Ocean Exploration - funding interdisciplinary projects that explore unknown ocean areas or resources;
2) Climate Adaptation and Mitigation - addressing climate-related changes and their impacts;
3) Weather-Ready Nation - preparing society for weather-related events;
4) Healthy Oceans - sustaining marine ecosystems;
5) Resilient Coastal Communities and Economies - ensuring sustainability in coastal regions.

Proposals must support NOAA's mission goals and can include outreach initiatives that promote diversity, equity, inclusion, and accessibility.

Eligibility Requirements
Eligible applicants include institutions of higher education, nonprofits, commercial organizations, international or foreign organizations or governments, individuals, state, local, and Indian Tribal governments. Federal organizations are not eligible unless they contact relevant program officials about the interagency agreement process.

Cost sharing is not required unless specified by the funding authority.

Period of Performance
Applications can be submitted on a rolling basis until September 30, 2026. The anticipated start date of awards is generally three to six months after application receipt.

Grant Value
There are no specific funds appropriated for this BAA; funding is contingent upon future appropriations.

Place of Performance
Projects may be conducted in various locations as long as they provide national benefit; proposals are not restricted to U.S. waters.
