FY 2024 Natural Gas Distribution Infrastructure and Safety Modernization Grant

Background
The FY 2024 Natural Gas Distribution Infrastructure Safety and Modernization Grant Program is issued by the Pipeline and Hazardous Materials Safety Administration (PHMSA) under the U.S. Department of Transportation. The program aims to repair, rehabilitate, or replace high-risk, leak-prone natural gas distribution pipelines, or acquire equipment to reduce incidents and fatalities and avoid economic losses. It also seeks to create good-paying jobs, promote economic growth, and benefit disadvantaged rural and urban communities with safe provision of natural gas.

Grant Details
Eligible projects include repairing, rehabilitating, or replacing high-risk, leak-prone natural gas distribution infrastructure, or acquiring equipment to reduce incidents and fatalities and avoid economic losses. Examples of eligible projects include construction projects to replace actively leaking cast-iron pipes, acquisition of handheld laser leak detection devices, and replacement of obsolete regulator stations. However, proposals to replace pipe where no notable safety issue is present, install high-cost advanced metering infrastructure, or acquire construction equipment without an associated construction project are considered low priority or out-of-scope projects.

Eligibility Requirements
Eligible entities for the FY 2024 NGDISM Grant Program include city or township governments, community-owned utilities, county governments, municipality-owned utilities, and federally recognized Native American tribal governments owning and operating a natural gas distribution system. For-profit entities and pipeline assets owned by for-profit entities are not eligible.
