Description

The U.S. Department of States' Bureau of Educational and Cultural Affairs' Office of International Visitors (ECA/PE/V), announces an open competition for the FY 2023 International Visitor Leadership Program (IVLP) Collaborative Services. The IVLP is the U.S. Department of State's premier professional exchange program. It seeks to build mutual understanding between the United States and other nations through carefully designed short-term visits to the United States for current and emerging foreign leaders. These visits reflect the International Visitors' professional interests and support the foreign policy goals of the United States. Only one proposal will be considered by ECA from each applicant organization. In cases where more than one submission from an applicant appears in grants.gov, ECA will only consider the submission made closest in time to the NOFO deadline; that submission would constitute the one and only proposal ECA would review from that applicant. It is the Bureau's intent to award one cooperative agreement for one base year plus two non-competitive continuations for an estimated total amount of $3,300,000, pending the availability of funds. The International Visitor Leadership Program (IVLP) seeks to increase mutual understanding between the United States and foreign publics through professional programs supporting U.S. foreign policy objectives. The program requires collaborative services to support its goals, including:

- Capitol Hill Insider Tours
- Home Hospitality
- Messenger Service
- Trainings
- Meetings
- Programmatic Activities
- Capacity-Building Efforts
- Hotel Procurement
- Procurement Support for IVLP Alumni in the Classroom.

Eligibility Requirements
Eligible applicants include U.S. public and private academic and cultural institutions, exchange-of-persons, and other not-for-profit organizations meeting the provisions described in Internal Revenue Code section 26 USC 501(c)(3). Applicants must have nonprofit status with the IRS at the time of application. Additionally, applicants must have a Unique Entity Identifier (UEI) number and be registered in SAM.gov.

Period of Performance
The cooperative agreement will be awarded for a period of 12 months (base year) with Non-Competitive Continuations for two additional 12-month periods (non-competitive continuation years one and two). The anticipated project completion date is December 31, 2025.

$3,300,000 is the approximate total funding for one cooperative agreement for the base year plus two non-competitive continuation years. The average award is $3,300,000 pending the availability of funds.

Place of Performance
The grant activities will primarily take place in Washington, D.C., New York City, and other locations as required by specific initiatives.
