Notice of Funding Opportunity Summary

NRCS is announcing the availability of Conservation Innovation Grants (CIG) State Program funding to stimulate the development and adoption of innovative conservation approaches and technologies. Applications are accepted from eligible entities (Section C) for projects carried out in the state of Arkansas. A total of up to $300,000 is available for the Arkansas CIG competition in FY 2023. All non-federal entities (NFE) and individuals are invited to apply, with the sole exception of federal agencies. Projects may be between one and three years in duration. The maximum award amount for a single award in FY 2023 is $100,000.

Applicants must submit their applications via Grants.gov by 11:59 pm Eastern Time on June 15, 2023. The agency anticipates making selections by June 30, 2023, and expects to execute awards by September 30, 2023. These dates are estimates and are subject to change.

Background
The U.S. Department of Agriculture – Natural Resources Conservation Service (NRCS), Commodity Credit Corporation (CCC) is offering the FY 2023 Conservation Innovation Grants (CIG) State Program to stimulate the development and adoption of innovative conservation approaches and technologies. The program aims to lead to the transfer of conservation technologies, management systems, and innovative approaches to agricultural producers, government technical manuals and guides, or the private sector.

Grant Details
The program accepts applications from eligible entities for projects carried out in Arkansas. A total of up to $300,000 is available for the Arkansas CIG competition in FY 2023. Projects may be between one and three years in duration, with a maximum award amount of $100,000 for a single award in FY 2023.
The program has set aside at least 10 percent of the total funds available for proposals from Historically Underserved producers, veteran farmers or ranchers, or community-based organizations comprised of or representing these entities.
The program has specific priorities for FY 2023 including:
- Nutrient and Sediment Reduction in Impaired Watersheds
- Irrigation
- Micro irrigation including underground Micro in High Tunnels
- Soil Health
- Soil Armor and Proper Soil Temperature while Planting Cover Crops and Improving Plant Health
- Seasonal planting dates for high tunnel
- Forage gaps in a season forage system.

Eligibility Requirements
All U.S. domestic, non-Federal entities and individuals are eligible to apply for projects carried out in Arkansas. US Federal agencies are not eligible to apply to this opportunity or impart their work to non-federal portion of the budget.
Applicants must share at least 50 percent of total project costs.
Special considerations exist for some historically underserved applications.

Period of Performance
Projects may be between 1 and 3 years in duration with an estimated project start date of September 30, 2023.

The NRCS Arkansas expects to award approximately $300,000 through this opportunity with an estimated funding floor of $20,000 and a funding ceiling of $100,000.
The agency expects to make 3 awards under this opportunity.
