Fueling AI Innovation and Adoption

Background
The Fueling AI Innovation and Adoption (FAIIA) program is initiated by the Bureau of Cyberspace and Digital Policy at the U.S. Department of State. The program aims to tackle significant barriers to the deployment and adoption of artificial intelligence (AI) internationally, promoting U.S. leadership in AI innovation, competition, application, and governance. It addresses challenges posed by excessive regulations that could hinder innovation and counters China's efforts to expand its authoritarian influence through AI technologies.

Grant Details
The FAIIA program focuses on three primary objectives:

1) Developing national AI strategies for partner countries that align with U.S. approaches;

2) Establishing conducive policy and regulatory environments for AI investment and innovation;

3) Building a cohort of local experts capable of deploying and managing AI systems.

Activities may include conducting rapid assessments of AI readiness, facilitating strategy development, shaping technology governance bodies, developing policy frameworks, delivering training on governance best practices, and creating AI centers of excellence.

Eligibility Requirements
Eligible applicants include U.S.-based not-for-profit organizations (including think tanks and NGOs) and U.S.-based for-profit organizations. Applicants must have a Unique Entity Identifier (UEI) from SAM.gov and demonstrate expertise in AI technologies, policy reform, capacity building, and government modernization. Preference will be given to those with experience in Southeast Asia and the Pacific Island Countries.

Period of Performance
The period of performance for the grant is 36 months, with projects expected to start in May 2026.

Grant Value
The total available funding for this opportunity is $4,000,000, pending availability of funds. Only one award is anticipated.

The program is intended for a global priority region.
