Description

This program is authorized in accordance with the Foreign Assistance Act of 1961, as amended.

Through this Addendum to the Science, Technology, Innovation, and Partnership (STIP) Annual Program Statement (APS) No. 7200AA22APS00005, the United States Agency for International Development in Morocco (USAID/Morocco) is seeking Concept Notes from qualified organizations,

as defined in Section V: Eligibility, for the FORSATY Research for Adaptation and Learning (REAL) Program.

The deadline for concept notes submissions is Wednesday, November 8, 2023 at 4:00 p.m. Rabat Time.

Subject to the availability of funds, USAID/Morocco anticipates allocating up to USD $5,000,000 for one award to a prime partner over a period of five (5) years.

Background
The FORSATY Research for Adaptation and Learning (REAL) Program is authorized in accordance with the Foreign Assistance Act of 1961, as amended. Through this Addendum to the Science, Technology, Innovation, and Partnership (STIP) Annual Program Statement (APS) No. 7200AA22APS00005, the United States Agency for International Development in Morocco (USAID/Morocco) is seeking Concept Notes from qualified organizations for the FORSATY Research for Adaptation and Learning (REAL) Program.

Grant Details
The program will support stakeholders in addressing challenges to measuring the impacts of interventions on countering violent extremism (CVE), youth, and community outcomes. The program aims to not only support testing and measurement of program outcomes but also contribute to the development of innovative measurements of VE risk probability and impact.
The program will work hand in hand with the FORSATY implementing partner.
The purpose of REAL is to strengthen the evidence base to effectively measure and assess the impact of youth and countering violent extremism programs and interventions in Morocco.
The program has three objectives: establishing a youth longitudinal study, strengthening the capacity of key Moroccan institutions, USAID, and partners to improve measurement, evaluation, and evidence-based adaptations of youth and countering violent extremism programming, and promoting effective youth and countering violent extremism interventions, and knowledge sharing through a collaborative learning network within and beyond Morocco.

Eligibility Requirements
Any type of organization is eligible to submit a Concept Note under the FORSATY Research for Adaptation and Learning Addendum. However, Concept Notes submitted must demonstrate engagement with a Higher Education Institution (HEI) and a Local Partner.
The organization/consortium must be a legally recognized organizational entity under applicable law, legally registered in a country within the geographic code 937.

Period of Performance
The period of performance for the grant is over a period of five (5) years.

Grant Value
Subject to the availability of funds, USAID/Morocco anticipates allocating up to USD $5,000,000 for one award to a prime partner over a period of five (5) years.

Place of Performance
The grant will be performed in Morocco.
