Background
The U.S. Department of Labor's Employment and Training Administration (ETA) provides guidelines for the Fiscal Year (FY) 2025 Unemployment Insurance (UI) Reemployment Services and Eligibility Assessments (RESEA) grants. The RESEA program aims to improve employment outcomes for unemployment compensation claimants, reduce the duration of unemployment benefits, strengthen program integrity, and promote alignment with broader workforce initiatives.

The RESEA program has been a priority since its inception in 2005, with permanent authorization established by the Bipartisan Budget Act of 2018.

Grant Details
The RESEA program for FY 2025 includes several key components:

(a) definitions for RESEA-specific terms;
(b) funding details including a base-funding formula for state grants, outcome payments, and evaluation set-aside costs;
(c) program design requirements;
(d) operational requirements involving UI agency staff and performance reporting;
(e) evidence-based interventions and evaluation requirements; and
(f) the submission process for RESEA State Plans.

States must conduct initial and subsequent RESEAs, which include eligibility reviews, labor market information assessments, co-enrollment in Wagner-Peyser Act-funded programs, and referrals to additional services. States are also required to allocate at least 40% of their funding to evidence-based interventions with high or moderate causal ratings.

Eligibility Requirements
States must submit an RESEA State Plan to receive funding. Plans should detail how states will integrate the RESEA program with other workforce partner programs and ensure co-enrollment of all RESEA participants into the Employment Service program. States are encouraged to expand eligibility to include all claimants for regular compensation.

Period of Performance
The period of performance for FY 2025 RESEA funds is from January 1, 2025, through September 30, 2026. Funding must be obligated by September 30, 2026, and liquidated by December 31, 2026.

Grant Value
The total funding available for FY 2025 is $388 million. This includes $345.32 million allocated through a base-funding formula to states, $38.8 million for outcome payments, and $3.88 million reserved for research and technical assistance.

Place of Performance
The grant activities will be performed across various states as determined by individual state plans submitted to the Department of Labor.
