Description

The FY 2021 NSGP provides funding support for physical security enhancements and other security related activities to nonprofit organizations that are at high risk of a terrorist attack. NSGP seeks to integrate the preparedness activities of nonprofit organizations with broader state and local preparedness efforts.

Background
The Fiscal Year (FY) 2021 Nonprofit Security Grant Program (NSGP) is one of three grant programs that constitute DHS/FEMA’s focus on enhancing the ability of state, local, tribal, and territorial governments, as well as nonprofits, to prevent, protect against, respond to and recover from terrorist attacks. These grant programs are part of a comprehensive set of measures authorized by Congress and implemented by DHS to help strengthen the nation’s communities against potential terrorist attacks.

Among the five basic homeland security missions noted in the DHS Strategic Plan, NSGP supports the goal to Strengthen National Preparedness and Resilience. The NSGP also seeks to integrate the preparedness activities of nonprofit organizations with broader state and local preparedness efforts.

Grant Details
The objective of the FY 2021 NSGP is to provide funding for physical security enhancements and other security-related activities to nonprofit organizations that are at high risk of a terrorist attack. The funding priorities include enhancing the protection of soft targets/crowded places, effective planning, training and awareness campaigns, and exercises. Performance metrics for this program include the percentage of funding spent on contract security, target hardening, and training and awareness campaigns.

Eligibility Requirements
Eligible applicants for the FY 2021 NSGP are state governments. Nonprofit organizations must apply for FY 2021 NSGP through their State Administrative Agency (SAA). Eligible nonprofit organizations must be described under section 501(c)(3) of the Internal Revenue Code of 1986 (IRC) and exempt from tax under section 501(a) of such code. They must be able to demonstrate that the organization is at high risk of a terrorist attack and be located within an FY 2021 UASI-designated urban area for NSGP-UA or outside of an FY 2021 UASI-designated urban area for NSGP-S.

Period of Performance
The period of performance for the grant is 36 months with extensions allowed. The projected period of performance start date is October 1, 2021, and end date is September 30, 2024.

Grant Value
The total available funding for FY 2021 NSGP is $180 million, with $90 million allocated for each of NSGP-UA and NSGP-S. The maximum award amount for NSGP-UA is $150,000 per site or up to $450,000 per sub-applicant with multiple sites. For NSGP-S, the SAA may determine an award cap for individual subawards but it may not exceed $450,000 per sub-applicant.

Place of Performance
Nonprofit organizations located within FY 2021 Urban Area Security Initiative (UASI)-designated urban areas are eligible for funding under NSGP-UA while those located outside UASI-designated urban areas may apply for funding under NSGP-S.
