Fiscal Year 2026 Emergency Management Performance Grant Program

Background
The Fiscal Year 2026 Emergency Management Performance Grant Program, administered by the U.S. Department of Homeland Security (DHS) through the Federal Emergency Management Agency (FEMA), aims to enhance all-hazards emergency preparedness. The program's primary objective is to assist state, local, tribal, and territorial emergency management agencies in implementing the National Preparedness System and supporting the National Preparedness Goal of a secure and resilient nation.

Grant Details
The EMPG Program provides funding to states and territorial governments to enhance their emergency management capabilities. The funding allows recipients to address risks and strengthen core emergency management functions through investments in planning, training, exercises, and covering salaries of emergency management personnel. Eligible activities include planning, organization, equipment purchases, training, or exercises (POETE).

The program requires applicants to develop a Work Plan that outlines their emergency management sustainment and enhancement efforts. All EMPG Program Work Plans must be approved by the FEMA Regional Administrator. The expected total funding for FY 2026 is $337,250,000 with an anticipated number of 56 awards ranging from $870,860 to $25,591,548 each.

Eligibility Requirements
Eligible entities include state or territorial governments (the State Administrative Agency or the state’s Emergency Management Agency). Only one application will be accepted from each state or territory. Subapplicants are allowed but must not include foreign nationals or noncitizens unless properly vetted. Applicants must also comply with cost-sharing requirements of at least 50% of total project costs.

Period of Performance
The period of performance for this grant spans from October 1, 2025, to September 30, 2028.

The total value of the grant is projected at $337,250,000 with individual awards ranging from $870,860 to $25,591,548.

Place of Performance
The grant will be performed across all 56 states and territories.
