Description

The Fiscal Year (FY) 2025 Tribal Homeland Security Grant Program (THSGP) is one of three grant programs that are part of a comprehensive set of measures authorized by Congress and implemented by DHS to help strengthen the nation's communities against potential terrorist attacks. THSGP is intended to provide funding to federally recognized tribal nations to enhance their ability to prevent, protect against, respond to, and recover from potential terrorist attacks and other hazards.

Background
The Fiscal Year (FY) 2025 Tribal Homeland Security Grant Program (THSGP) is one of three grant programs authorized by Congress and implemented by the Department of Homeland Security (DHS) to strengthen communities against potential terrorist attacks. The program aims to provide funding to federally recognized tribal nations to enhance their ability to prevent, protect against, respond to, and recover from potential terrorist attacks and other hazards.

The THSGP acknowledges the unique risks faced by Tribal Nations, including remote locations and limited access to resources, and allows them to apply for preparedness grant funding directly.

Grant Details
The THSGP provides funding directly to eligible Tribal Nations to strengthen their capacities in several key areas:
1. Build and sustain core capabilities in accordance with annual program priorities;
2. Address capability gaps identified in their Threat and Hazard Identification and Risk Assessment (THIRA) and Stakeholder Preparedness Review (SPR) process;
3. Implement a comprehensive approach that includes planning, training, equipment purchases, capital projects, and exercises.

The program encourages investments in five national priority areas: enhancing protection of soft targets/crowded places; supporting Homeland Security Task Forces and fusion centers; enhancing cybersecurity resilience; enhancing election security; and supporting border crisis response and enforcement.

Eligibility Requirements
Eligible applicants are federally recognized tribes that meet specific criteria outlined in Section 2001 of the Homeland Security Act of 2002. This includes operating a law enforcement or emergency response agency capable of responding to emergencies, being located near critical infrastructure or within populous metropolitan areas, or having jurisdiction over significant areas of Indian country. A consortium of tribes may also apply if each member meets these criteria. Applicants must self-certify their eligibility as part of the application process.

Period of Performance
The projected period of performance for the grant is from September 1, 2025, to August 31, 2028.

The total expected funding for this grant program is $13,500,000, with anticipated awards ranging from $40,000 to $2,000,000 across approximately 19 awards.

Place of Performance
The grant will be performed within the jurisdictions of federally recognized tribal nations across the United States.
