Description

Our nation faces unprecedented threats to the homeland from increasingly sophisticated criminal groups and nation-state actors. Tribal governments stand at the forefront of cyber defense. This partnership includes enforcing laws, assisting the federal government in securing borders and cyberspace, and dismantling transnational criminal organizations. Cybersecurity threats, including ransomware intrusions, and widespread software vulnerabilities affecting Tribal government systems and critical infrastructure are increasingly exploited by malicious actors, operating both domestically and abroad. To strengthen the essential partnership DHS maintains with Tribal governments in executing its mission, DHS is committed to supporting their efforts to combat cybersecurity threats and mitigate risks that endanger these vital functions.

Considering the risk and potential consequences of cyber incidents, strengthening the cybersecurity practices and resilience of Tribal governments is an important homeland security mission and the primary focus of TCGP. This program enables DHS to make targeted cybersecurity investments in Tribal governments, thus improving the security of critical infrastructure and improving the resilience of the services Tribal governments provide their communities.

Background
The Fiscal Year 2025 Tribal Cybersecurity Grant Program (TCGP) is administered by the U.S. Department of Homeland Security (DHS) through the Federal Emergency Management Agency (FEMA). This program aims to strengthen the cybersecurity practices and resilience of Tribal governments, which are critical in combating increasingly sophisticated cyber threats from criminal groups and nation-state actors.

The TCGP is a response to the urgent need for enhanced cybersecurity measures among Tribal governments, ensuring they can protect their critical infrastructure and services effectively. The program is funded through the Infrastructure Investment and Jobs Act, with a total allocation of $12,164,971 for FY 2025.

Grant Details
The TCGP focuses on assisting Tribal governments in managing and reducing systemic cyber risk through various objectives:
1) Develop governance structures including Cybersecurity Plans;
2) Assess current cybersecurity posture;
3) Implement security protections based on risk;
4) Ensure personnel are trained in cybersecurity.

Eligible projects must align with these objectives and may include activities such as establishing a Cybersecurity Planning Committee, conducting risk assessments, implementing multi-factor authentication, and enhancing logging capabilities. Funding will support projects that address imminent cybersecurity threats as confirmed by DHS.

Eligibility Requirements
Eligible applicants include recognized Tribal governments as defined under Section 2220A(a)(7) of the Homeland Security Act of 2002. Each eligible Tribal government may submit one application for funding. Sub-applicants are allowed but must comply with federal statutes and cannot include foreign nationals unless properly vetted.

Applicants must also agree to a non-federal cost share requirement of at least 40% for single entity projects or 30% for multi-entity projects.

Period of Performance
The period of performance for this grant will begin on September 1, 2025, and end on August 31, 2029.

The total value of the grant program is $12,164,971 with individual awards ranging from $38,947 to $2,743,512. A total of approximately 18 awards are anticipated.
