Fiscal Year 2025 Transit Security Grant Program (TSGP)

Background
The Fiscal Year (FY) 2025 Transit Security Grant Program (TSGP) is one of four grant programs under the Department of Homeland Security (DHS) and Federal Emergency Management Agency (FEMA) aimed at enhancing transportation infrastructure security. The program is designed to provide funding to transit agencies to protect critical surface transportation infrastructure and the traveling public from acts of terrorism. This reflects a commitment to strengthen national security against potential threats.

Grant Details
The TSGP provides funds for various tasks and services including: planning, operational activities, equipment and capital projects, training and awareness campaigns, and exercises. Specific examples of allowable project types include physical security enhancements at transportation terminals, explosive detection canine teams, security cameras, access control measures, and cybersecurity risk assessments. The program also emphasizes the importance of developing or updating security plans based on recent security assessments conducted by the Transportation Security Administration (TSA). Additionally, each public transportation agency receiving funds must participate in a Regional Transit Security Working Group (RTSWG) to enhance regional security collaboration.

Eligibility Requirements
Eligible applicants are limited to passenger rail, intra-city bus, and ferry systems identified in Appendix A of the NOFO. Agencies must have developed or updated their security plans based on a recent security assessment. Only one application per eligible transit agency is allowed. Subapplicants and subawards are not permitted. There is no cost-sharing requirement for this grant.

Period of Performance
The projected period of performance begins on September 1, 2025, and ends either on August 31, 2028, or August 31, 2029 depending on the project type. Capital infrastructure projects have a performance period of 48 months while all other projects have a period of 36 months.

Grant Value
The expected total funding for FY 2025 TSGP is $83,700,000 with an anticipated number of 25 awards. The expected award range is between $352,721 and $46,900,219 per award.

Place of Performance
The grant will be performed in various locations across the United States as determined by eligible transit agencies identified in the program.
