Fiscal Year 2025 State and Local Cybersecurity Grant Program

Background
The Fiscal Year 2025 State and Local Cybersecurity Grant Program (SLCGP) is administered by the U.S. Department of Homeland Security (DHS) through the Federal Emergency Management Agency (FEMA). The program aims to assist state, local, and territorial (SLT) governments in managing and reducing systemic cyber risks. This initiative is a response to increasing cybersecurity threats from sophisticated criminal groups and nation-state actors, which pose significant risks to critical infrastructure and public safety.

The SLCGP requires grant recipients to develop a Cybersecurity Plan, establish a Cybersecurity Planning Committee, and identify projects for implementation using SLCGP funding. Funding for this program comes from the Infrastructure Investment and Jobs Act (IIJA), also known as the Bipartisan Infrastructure Law (BIL). FY 2025 marks the final year of funding under this program.

Grant Details
The SLCGP aims to assist SLT governments with managing and reducing systemic cyber risk through various objectives:
1. Develop governance structures by creating or revising Cybersecurity Plans to enhance incident response capabilities.
2. Assess current cybersecurity postures and identify areas for improvement through continuous testing and evaluation.
3. Implement security measures that align with identified risks.
4. Train personnel in cybersecurity practices appropriate to their responsibilities.

Applicants must submit applications addressing at least one of these objectives, detailing how they will utilize funding to strengthen their cybersecurity frameworks.

Eligibility Requirements
Eligible applicants include all 56 states and territories as defined by the Homeland Security Act of 2002. Only the Governor-designated State Administrative Agency (SAA) can submit applications on behalf of these entities. Subapplicants may include local governments but not nonprofit or for-profit organizations. All applicants must comply with federal statutes, DHS directives, policies, and procedures.

Period of Performance
The period of performance for projects funded under this grant will begin on September 1, 2025, and end on August 31, 2029.

Grant Value
The total expected funding for FY 2025 is $91,750,000, with individual awards ranging from $255,679 to $4,174,163. A total of 56 awards are anticipated.

Place of Performance
The grant activities will be performed across all states and territories eligible under the program.
