Description

The Fiscal Year (FY) 2025 Port Security Grant Program (PSGP) is one of four grant programs that constitute DHS/FEMA's focus on transportation infrastructure security activities. These grant programs are part of a comprehensive set of measures authorized by Congress and implemented by the Administration to help strengthen the nation's critical infrastructure against risks associated with potential terrorist attacks. The PSGP provides funds to state, local, and private sector maritime partners to support increased port-wide risk management and protect critical surface transportation infrastructure from acts of terrorism, major disasters, and other emergencies. The PSGP supports critical national seaports/terminals to enhance port security through enhanced facility and operational security. PSGP allows for a broad range of projects to be funded as long as they are applicable to enhancing maritime security capabilities. The entire breadth of the POETE (planning, operational, equipment, training, and exercise) is allowable under PSGP. Typical types of projects include:

Patrol vessels

Communications equipment

Surveillance equipment

Cybersecurity enhancements

Hiring NEW security personnel

Plan development

Maritime security training

Maritime security exercises

Projects that are not primarily dedicated to the enhancement of maritime security capabilities (i.e., citywide projects, or business related projects) are not eligible.

Background
The Fiscal Year (FY) 2025 Port Security Grant Program (PSGP) is administered by the U.S. Department of Homeland Security (DHS) through the Federal Emergency Management Agency (FEMA). This program is part of a broader initiative to enhance transportation infrastructure security against risks associated with potential terrorist attacks.

The PSGP aims to provide funding to state, local, and private sector maritime partners to improve port-wide risk management and protect critical surface transportation infrastructure from acts of terrorism, major disasters, and other emergencies. The program supports national seaports and terminals in enhancing their security capabilities through various projects related to planning, operations, equipment, training, and exercises.

Grant Details
The PSGP allows for a wide range of projects aimed at enhancing maritime security capabilities. Eligible projects include: patrol vessels, communications equipment, surveillance equipment, cybersecurity enhancements, hiring new security personnel, plan development, maritime security training, and maritime security exercises. Projects that do not primarily enhance maritime security capabilities are not eligible for funding. Applicants can submit applications through FEMA Grants Outcomes (GO).

Eligibility Requirements
Eligible applicants include port authorities, facility operators, and state, local, and territorial government agencies that are subject to an Area Maritime Security Plan (AMSP). Entities providing maritime security services on a for-hire basis are not eligible. Each eligible entity may submit only one application per Port Area but can include up to five Investment Justifications (IJs) within that application. Compliance with federal immigration laws is also a requirement for eligibility.

Period of Performance
The projected period of performance for the PSGP is from September 1, 2025, to August 31, 2028.

Grant Value
The total expected funding for the PSGP is $90 million with an anticipated number of approximately 200 awards. The expected award range is between $10,000 and $6.5 million per project.

Place of Performance
The grant will be performed at various eligible ports across the United States as identified by the U.S. Army Corps of Engineers Principal Port List.
