Background
The Fiscal Year (FY) 2025 Nonprofit Security Grant Program (NSGP) is administered by the U.S. Department of Homeland Security (DHS), specifically through the Federal Emergency Management Agency (FEMA). The NSGP aims to enhance the physical and cybersecurity of nonprofit organizations that are at risk of terrorist or extremist attacks, thereby safeguarding the lives and property of the American people. The program integrates preparedness activities of high-risk nonprofit organizations with broader state and local preparedness efforts.

Grant Details
The NSGP will provide federal funding for physical security enhancements and other security-related activities to nonprofit organizations at risk of terrorist attacks. The program has two funding streams: NSGP - Urban Area (NSGP-UA) for organizations located within designated high-risk urban areas, and NSGP - State (NSGP-S) for those outside these areas. Eligible projects include planning, equipment purchases, training, and exercises aimed at enhancing security measures. Specific allowable costs include video assessment systems, impact-resistant doors, physical access control systems, and security personnel contracts. Each nonprofit organization can apply for up to $200,000 per site, with a maximum of six applications allowed across both funding streams.

Eligibility Requirements
Eligible applicants must be State Administrative Agencies (SAAs), which can submit applications on behalf of nonprofit organizations classified under section 501(c)(3) of the Internal Revenue Code. Nonprofit organizations must demonstrate they are at high risk of terrorist or extremist attack and must apply through their respective SAA. Organizations such as houses of worship, museums, educational facilities, and community centers are examples of eligible subapplicants.

Period of Performance
The period of performance for this grant is from September 1, 2025, to August 31, 2028.

Grant Value
The total expected funding for FY 2025 is $274,500,000, with an anticipated number of 56 awards. The expected award range is $261,630 to $29,938,456 for NSGP-UA and $1,050,000 to $4,700,000 for NSGP-S.

Place of Performance
The grant will be performed in designated high-risk urban areas as well as in states outside these areas.
