Description

The Department of Homeland Security Fiscal Year (FY) 2025 Homeland Security National Training Program (HSNTP), National Domestic Preparedness Consortium (NDPC) provides funding to eligible applicants to develop and deliver training solutions to address specific national preparedness gaps related to the NDPC mission and ensure training is available and accessible to a nationwide audience.

The NDPC plays an important role in the National Training and Education System (NTES), which is part of the larger National Preparedness System (the System). The System is designed to build, sustain, and deliver the core capabilities and achieve the desired outcomes identified in the National Preparedness Goal (Goal). The Goal is a secure and resilient nation with the capabilities required across the whole community to prevent, protect against, mitigate, respond to, and recover from the threats and hazards that pose the greatest risk. The System provides a consistent and reliable approach to support decision making, resource allocation, and measure progress toward these outcomes. Previously developed courses are available for delivery at firstrespondertraining.gov.

Background
The Department of Homeland Security (DHS) is issuing the Fiscal Year 2025 Homeland Security National Training Program (HSNTP) under the National Domestic Preparedness Consortium (NDPC). The program aims to provide funding to eligible applicants for developing and delivering training solutions that address national preparedness gaps.

The NDPC is integral to the National Training and Education System (NTES), which supports the broader National Preparedness System designed to enhance community capabilities to prevent, protect against, mitigate, respond to, and recover from various threats and hazards.

Grant Details
The grant will support tasks including: identifying current and emerging threats through Unified Training Needs Assessments; collaborating with enterprise partners on new course offerings; and applying innovative methodologies and technologies to improve training effectiveness.

The NDPC will develop, deliver, and evaluate mission-critical training for state, local, tribal, and territorial emergency responders. Training areas include counterterrorism, disaster response, hazardous materials management, crisis leadership, cybersecurity, pandemic preparedness, and community resilience. The program emphasizes building core capabilities essential for national security.

Eligibility Requirements
Eligible applicants include specific members of the NDPC such as the National Center for Biomedical Research and Training at Louisiana State University, the National Energetic Materials Research and Testing Center at New Mexico Institute of Mining and Technology, the National Emergency Response and Recovery Training Center at Texas A&M University, the Security and Emergency Response Training Center at Transportation Technology Center Incorporated, and the National Disaster Preparedness Training Center at the University of Hawaii.

Subapplicants are allowed but must not include foreign nationals unless properly vetted.

Period of Performance
The projected period of performance is from September 1, 2025 to August 31, 2027.

Grant Value
$70,060,000 total expected funding with an anticipated range of $70,060,000 per award.

Place of Performance
