Background
The Fiscal Year (FY) 2025 Homeland Security Grant Program (HSGP) is administered by the U.S. Department of Homeland Security (DHS), specifically through the Federal Emergency Management Agency (FEMA). The program aims to strengthen the nation's capacity to prevent, prepare for, protect against, and respond to acts of terrorism and other catastrophic events.

HSGP includes two main components: the State Homeland Security Grant Program (SHSP), which supports risk-driven, capabilities-based State Homeland Security Strategies, and Operation Stonegarden (OPSG), which enhances cooperation among various law enforcement agencies to improve security along U.S. borders.

Grant Details
The HSGP provides funding for various tasks and services aimed at enhancing national security. Key activities include:
1. SHSP: Supports implementation of state homeland security strategies to address capability targets;
2. OPSG: Enhances coordination among law enforcement agencies at all levels to secure land and water borders;
3. Funding is allocated for planning, organization, equipment procurement, training, and exercises related to homeland security;
4. At least 35% of total HSGP funds must be allocated to Law Enforcement Terrorism Prevention Activities (LETPA);
5. Recipients must allocate at least 30% of SHSP funds across five National Priority Areas (NPAs), including enhancing election security and supporting border crisis response.

Eligibility Requirements
Eligible applicants include State Administrative Agencies (SAAs) that manage and distribute HSGP funds within their states or territories. Tribal governments may receive funding through their state's SAA but cannot apply directly. Subrecipients include local governments and organizations that utilize the funds for improving local security efforts. Applicants must comply with federal statutes and DHS directives.

Period of Performance
The projected period of performance for this grant program is from September 1, 2025, to August 31, 2028.

Grant Value
The expected total funding for FY 2025 is $454,500,000 with an anticipated number of 56 awards. The expected award range is as follows: SHSP: $997,200 – $61,229,940; OPSG: $0 or $200,000 – $33,708,000.

Place of Performance
The grant will be performed across all U.S. states and territories including the District of Columbia, Puerto Rico, U.S. Virgin Islands, Guam, American Samoa, and Northern Mariana Islands.
