Grant Details
The EMPG Program provides funding to enhance emergency management capabilities, allowing recipients to address risks and strengthen core functions. Key tasks include:
1) Building or sustaining preparedness capabilities identified as high priority through Threat and Hazard Identification and Risk Assessment (THIRA) and Stakeholder Preparedness Review (SPR);
2) Closing capability gaps identified in the most recent SPR;
3) Developing continuity capabilities for essential government functions.

Funding supports planning, training, exercises, and personnel salaries. All applicants must submit a Work Plan for approval by FEMA Regional Administrators.

Eligibility Requirements
Eligible applicants include state or territorial governments (the State Administrative Agency or Emergency Management Agency). Only one application per state or territory will be accepted. Subapplicants are allowed but must comply with federal statutes and policies. Applicants must certify compliance with the National Incident Management System (NIMS) implementation requirements.

Period of Performance
The projected period of performance is from October 1, 2024, to September 30, 2027.

The total expected funding for this grant opportunity is $319.5 million, with individual awards ranging from $825,152 to $24,392,241.
