Description

The Fiscal Year (FY) 2024 Port Security Grant Program (PSGP) is one of four grant programs that constitute DHS/FEMA's focus on transportation infrastructure security activities. These grant programs are part of a comprehensive set of measures authorized by Congress and implemented by the Administration to help strengthen the nation's critical infrastructure against risks associated with potential terrorist attacks. The PSGP provides funds to state, local, and private sector maritime partners to support increased port-wide risk management and protect critical surface transportation infrastructure from acts of terrorism, major disasters, and other emergencies. The PSGP supports critical national seaports/terminals to enhance port security through enhanced facility and operational security. PSGP allows for a broad range of projects to be funded as long as they are applicable to enhancing maritime security capabilities. The entire breadth of the POETE (planning, operational, equipment, training, and exercise) is allowable under PSGP. Typical types of projects include:

Patrol vessels

Communications equipment

Surveillance equipment

Cybersecurity enhancements

Hiring NEW security personnel

Plan development

Maritime security training

Maritime security exercises

Projects that are not primarily dedicated to the enhancement of maritime security capabilities (i.e., citywide projects, or business related projects) are not eligible.

Background
The Fiscal Year (FY) 2024 Port Security Grant Program (PSGP) is one of four grant programs that constitute DHS/FEMA’s focus on transportation infrastructure security activities. These grant programs are part of a comprehensive set of measures authorized by Congress and implemented by the Administration to help strengthen the nation’s critical infrastructure against risks associated with potential terrorist attacks. The PSGP provides funds to state, local, and private sector maritime partners to support increased port-wide risk management and protect critical surface transportation infrastructure from acts of terrorism, major disasters, and other emergencies.

Grant Details
The PSGP allows for a broad range of projects to be funded as long as they are applicable to enhancing maritime security capabilities. Projects include patrol vessels, communications equipment, surveillance equipment, cybersecurity enhancements, hiring new security personnel, plan development, maritime security training, and exercises.

Projects not primarily dedicated to the enhancement of maritime security capabilities are not eligible. The program focuses on enhancing cybersecurity and the protection of soft targets/crowded places. The program aims to strengthen preparedness and resilience in alignment with the DHS and FEMA Strategic Plan.

Eligibility Requirements
Eligible applicants include port authorities, facility operators, and state, local, and territorial government agencies subject to an Area Maritime Security Plan (AMSP). Applicants must be fully compliant with relevant Maritime Security Regulations.

Ferry systems are eligible but cannot participate in both PSGP and Transit Security Grant Program (TSGP). Cost share requirements apply with public-sector recipients contributing 25% and private-sector recipients contributing 50% of total project costs.

Period of Performance
The period of performance is 36 months from September 1, 2024, to August 31, 2027. Extensions are allowed.

$90,000,000 is available for the FY 2024 PSGP.

Place of Performance
The PSGP supports critical national seaports/terminals to enhance port security through enhanced facility and operational security.
