Fiscal Year 2024 Case Management Pilot Program (CMPP)

Background
The Case Management Pilot Program (CMPP) is initiated by the U.S. Department of Homeland Security (DHS) through the Office for Civil Rights and Civil Liberties (CRCL) and the Federal Emergency Management Agency (FEMA). The program aims to provide voluntary case management and other essential services to eligible noncitizens, particularly those subject to ICE reporting.

The CMPP National Board, chaired by the Officer for Civil Rights and Civil Liberties, is responsible for awarding funds to local governments and nonprofit organizations to manage this pilot program.

Grant Details
CMPP funds will be awarded through a competitive solicitation process to eligible subrecipients, which include local governments and nonprofits. Services provided under CMPP may include mental health services, human trafficking screening, legal orientation programs, cultural orientation programs, connections to social services, and reintegration services for individuals facing removal.

Eligible noncitizens can enroll in CMPP through various pathways including outreach calls from service providers or in-person visits at ICE offices. The National Board will oversee the selection of subrecipients based on their capacity to provide trauma-informed case management services.

Eligibility Requirements
Eligible applicants for the CMPP are limited to local governments or nonprofit organizations that demonstrate capacity in providing voluntary case management services. Subrecipients must have experience with federal grant awards and must adhere to specific requirements outlined in the NOFO regarding cost sharing, compliance with federal regulations, and reporting.

Period of Performance
The period of performance for this grant is set at 36 months, starting from December 1, 2024, and ending on November 30, 2027.

Grant Value
The total value of the grant opportunity is $15 million, with a maximum award amount also set at $15 million.

Place of Performance
Services under the CMPP will be performed in geographic locations served by the program as determined by the National Board.
