The United States Agency for International Development (USAID) Mission in Ethiopia requests applications from qualified and eligible organizations to manage and implement the Feed the Future Ethiopia Livelihoods for Resilience Activity as described in Section I of this RFAThis is a full and open competition, under which any type of organization, large or small, commercial (for profit) firms, faith-based, and non-profit organizations in partnerships or consortia from geographical code 935, are eligible to compete. In accordance with the Federal Grants and Cooperative Agreement Act, USAID encourages competition in order to identify and fund the best possible applications to achieve its program objectives. While for-profit firms may participate, pursuant to 2 CFR 200.400-g, it is USAID policy not to award profit under assistance instruments such as cooperative agreements. However, all reasonable, allocable, and allowable expenses, both direct and indirect, which are related to the grant program and are in accordance with applicable cost standards (2 CFR 700 and 2 CFR 230) for non-profit organizations, OMB Circular A-21 for universities, and the Federal Acquisition Regulation (FAR) Part 31 for-profit organizations), may be paid under the Cooperative Agreement.The Feed the Future Ethiopia Livelihoods for Resilience Activity for which applications are sought should subscribe to the general framework outlined by the newly launched Government of Ethiopia's PSNP 4's livelihood component, which articulates three key livelihood pathways. These are the focus of USAID Ethiopia livelihood priorities moving forward. USAID Ethiopia seeks Applications focused on four programmatic priorities: (1) on-farm income generating activities (IGAs) and crop and livestock market systems; (2) off-farm IGAs and non-farm enterprise development; (3) non-farm labor and wage employment; as well as (4) collaborative learning for scaling and sustaining gains made in the 3 livelihood - on-farm, off-farm and employment - pathways.
