The purpose of this Notice of Funding Opportunity (NOFO) is to establish an infrastructure to facilitate coordination, collection, management, and dissemination of biospecimen materials to advance clinical research of co-occurring conditions in individuals with Down syndrome. This effort is intended to leverage NIH's investment in the INCLUDE Project, the INCLUDE Data Coordinating Center (DCC), and support for current NIH-funded Down syndrome biospecimen repositories. The Federated Biospecimen Repository will use a cooperative agreement mechanism. In addition, this resource will be a companion to the Down Syndrome Cohort Research Sites (DS-CRS) and the Down Syndrome Clinical Cohort Coordinating Centers (DS-4C) within the Down Syndrome Cohort Development Program (DS-CDP) (for details see: RFA-OD-23-052 and RFA-OD-23-053).

Background
The Federated Biobanking resource for the Down Syndrome Cohort Study Program (DS-CDP) is intended to establish an infrastructure to facilitate coordination, collection, management, and dissemination of biospecimen materials to advance clinical research of co-occurring conditions in individuals with Down syndrome. This effort is intended to leverage NIH's investment in the INCLUDE Project, the INCLUDE Data Coordinating Center (DCC), and support for current NIH-funded Down syndrome biospecimen repositories.

Grant Details
The purpose of this grant is to solicit applications for a federated biospecimen repository ('DS-Biorepository') for biological samples collected from INCLUDE-funded and other funded clinical studies. The DS-Biorepository will serve as the primary biorepository for biospecimens generated from INCLUDE-funded research and related DS projects. It will coordinate the implementation of standard processes, protocols, and practices for biospecimens relevant to the study of DS. Additionally, it will develop a new web-based user interface to facilitate the search of all publicly accessible biospecimens relevant to the study of DS.

Eligibility Requirements
Eligible applicants include higher education institutions, nonprofits, for-profit organizations, local governments, state governments, federal agencies, U.S. territories or possessions, and other entities such as public housing authorities or Indian housing authorities. Foreign institutions are not eligible to apply.

Period of Performance
The project period is limited to a maximum of five years. The earliest start date for the project is December 15, 2023. All applications are due by 5:00 PM local time of the applicant organization.

Grant Value
The NIH intends to commit up to $6,000,000 in total costs in FY2024 to fund this activity. Application budgets are limited to $3,750,000 per year in direct costs.
