Background
This Funding Opportunity Announcement (FOA) is for FDA Office of Minority Health and Health Equity's (OMHHE) Health Equity Innovation Award: Racial & Ethnic Minority Acceleration Consortium for Health Equity (REACH). The consortium will consist of multiple cooperative agreement (U01) recipients that will strengthen and advance minority health and health equity focused research, outreach, and communications as well as support training and mentoring of diverse students, fellows, and/or researchers.

Grant Details
The consortium aims to support research projects that enhance equity of voices, equitable data efforts, and equity in clinical trials. It encourages proposals that amplify FDA’s communication with diverse communities, increase understanding of racial and ethnic minority patient perspectives, preferences, and unmet needs, advance FDA engagement with racial and ethnic minority communities, increase availability of disaggregated demographic data, evaluate outcomes of FDA-regulated products by demographic data, understand incidence and prevalence of diseases among diverse populations, support innovative models of clinical trial enrollment for racial and ethnic minority populations, and increase training and mentoring for diverse students, fellows, investigators, and researchers.

The Administrative Core will support the coordination of efforts across their REACH organization(s) research projects and activities with FDA OMHHE. Each REACH institution must include Research Projects (minimum 1,) and an Administrative Core. Funding for year 1 will support administrative base and pilot projects/trainings, as well as post-award research projects/trainings. Funding for year 2 will support the Administrative Core as well as additional post-award projects/trainings.

Eligibility Requirements
Eligible applicants include Higher Education Institutions (public/state controlled or private), Nonprofits with 501(c)(3) IRS Status or without 501(c)(3) IRS Status, For-Profit Organizations (including Small Businesses), Local Governments, Indian/Native American Tribal Governments (Federally Recognized), U.S. Territory or Possession Other organizations such as Independent School Districts, Public Housing Authorities/Indian Housing Authorities, Native American Tribal Organizations (other than Federally recognized tribal governments), Faith-based or Community-based Organizations, Regional Organizations. Foreign Institutions are not eligible to apply.

Period of Performance
The maximum project period is two (2) years. The award provides one (1) year of support with future recommended support for one (1) additional year contingent upon annual appropriations, availability of funding and satisfactory recipient performance.

Grant Value
FDA OMHHE intends to fund up to $3,000,000 in FY 2023 in support of this cooperative agreement program. It is anticipated that up to (6) awards will be made, not to exceed $500,000 in total costs (direct plus indirect) per award.
