The purpose of this Notice of Funding Opportunity (NOFO) is to: 1) further develop and embed the principles of person-centered, trauma-informed (PCTI) supportive services for Holocaust survivors living in the United States and other older adults with histories of trauma and their family caregivers; 2) make sub-grants to the agencies best positioned to advance and improve the delivery of person-centered, trauma-informed services for older individuals experiencing the long-term and adverse consequences of trauma; and 3) fully realize the establishment and operation of a national resource center that shares best practices and provides training and technical assistance to the aging services network agencies in the aging network delivering services to older individuals experiencing the long-term and adverse consequences of trauma. ACL will award one cooperative agreement for a period of 3 years to a single entity with the experience and capacity to work at the national level to achieve the goals of this initiative.

Background
The Administration for Community Living (ACL), through its division, the Administration on Aging (AoA), aims to enhance person-centered, trauma-informed (PCTI) supportive services for Holocaust survivors and other older adults with a history of trauma. The initiative seeks to improve access and availability of PCTI services for these populations and their caregivers. Additionally, it aims to establish a national resource center to share best practices and provide training to aging service networks.

Grant Details
The grant will fund one cooperative agreement aimed at:
1) further developing and embedding PCTI service models;
2) making sub-grants to agencies that can effectively deliver PCTI services; and
3) establishing a national resource center for training and technical assistance. The successful applicant is expected to increase the variety of organizations practicing the PCTI model, evaluate the impact of these services on target populations, and demonstrate how organizations can sustain PCTI principles in their operations. Specific tasks include distributing resources for local PCTI service expansion, improving national coordination of PCTI innovations, engaging community input in project planning, and developing a Technical Assistance Center for broader training.

Eligibility Requirements
Eligible applicants include domestic public or private non-profit entities such as state and local governments, Indian tribal governments, faith-based organizations, community-based organizations, hospitals, and institutions of higher education. Applicants must demonstrate experience working at the national level and commit a full-time project director with expertise in PCTI care.

Period of Performance
The period of performance for the grant is three years (36 months), with funding provided in three 12-month budget periods.

The estimated total funding available is $8,500,000 over three years, with an award ceiling of $8,500,000 per budget period and a minimum required match of 25% from non-federal resources.

Place of Performance
The grant activities are expected to be performed nationwide across various communities serving Holocaust survivors and older adults with histories of trauma.
