Evaluation of Cooperative Threat Reduction Programming for Sanctions

Background
The Office of Cooperative Threat Reduction, part of the Department’s Bureau of International Security and Nonproliferation, sponsors foreign assistance activities funded by the Nonproliferation, Antiterrorism, Demining and Related Programs and other accounts, and focuses on mitigating weapons of mass destruction (WMD) and WMD-related delivery systems proliferation and security threats from non-state actors and proliferator states.

Grant Details
The Office of Cooperative Threat Reduction (CTR) is seeking to develop a sustainable process to evaluate the impact and effectiveness of CTR’s international capacity building programming in support of international economic sanctions against the Russian Federation and Belarus. The process will evaluate CTR’s projects from this line of effort within the timeframe of July 2023 to December 2024.

The scope of work includes tasks such as holding regular coordination calls with CTR, reviewing the portfolio of sanctions projects, traveling to attend international engagements, leveraging expertise on evaluation frameworks, developing a visual representation of the current CTR sanctions line of effort, pilot-testing the process, providing training sessions to stakeholders at CTR, and delivering the final process documentation to CTR. The development and implementation of the framework should be completed within a 12-month timeframe starting from July 1, 2024.

Eligibility Requirements
Eligible applicants include not-for-profit organizations, public and private educational institutions, for-profit organizations, and public international organizations. Cost sharing is not required but proposals demonstrating cost sharing will be welcomed.

All organizations must have a unique entity identifier (Data Universal Numbering System/DUNS number from Dun & Bradstreet) as well as a valid registration on www.SAM.gov.

Period of Performance
The length of performance period is twelve months starting from July 1, 2024 to June 30, 2025.

Grant Value
The total available funding is $250,000 with anticipated program start date on July 1, 2024. Awards may range from a minimum of $1 to a maximum of $250,000.
