To fully enable spectrum superiority, naval forces (including the Marine Corps and Navy) must be able to control the Electromagnetic Spectrum (EMS) by exploiting, deceiving, or denying enemy use of the spectrum while ensuring persistent naval ISR capabilities. The advance of adversary intelligence, surveillance, and reconnaissance (ISR) and EW capabilities across the full EMS (DC to daylight), and the proliferation of inexpensive, efficient processors, and transceivers has

eroded our advantages, created a contested and congested operational environment, and degraded our naval ISR capabilities. This EW and Surveillance D&I BAA Call seeks innovative solutions to overcome these technical challenges.

Background
The Office of Naval Research (ONR) is issuing a Broad Agency Announcement (BAA) Call N0001424SBC10 for the development of enabling technologies for Electronic Warfare (EW) and Surveillance.

This initiative aims to enhance the Navy and Marine Corps' capabilities in controlling the Electromagnetic Spectrum (EMS) against adversaries who have advanced intelligence, surveillance, and reconnaissance (ISR) capabilities.

The goal is to foster innovative solutions that address the technical challenges posed by contested operational environments and degraded ISR capabilities.

Grant Details
Proposals should focus on technology developments in one or more of the following Research Opportunity Technical Areas:
1. Signal processing algorithms for radars, emphasizing real-time processing and low Cost-Size Weight and Power (C-SWaP) systems;
2. Innovative EW techniques against modern emitters, including dynamic data representation and advanced distributed EW;
3. Generative AI for creating complex modeling and simulation scenarios;
4. Methods for repairing signals after frequency-selective limiters;
5. Innovative counter-electro-optic/infrared concepts;
6. Dynamic architecture for rapid insertion of emerging C-ISR and/or EW technologies;
7. Technologies for truly innovative EW/ISR applications that can demonstrate a figure of merit increase of 1000X over current capabilities.

Eligibility Requirements
All interested parties, including small businesses, non-profits, and large organizations are encouraged to apply. Proposals must demonstrate innovation and potential naval relevance.

Period of Performance
The period of performance for projects will range from one to three years.

Grant Value
ONR plans to allocate approximately $10-15 million per year across all efforts related to this BAA call.

Place of Performance
The specific geographic locations are expected to be aligned with naval operations.
