This funding opportunity announcement supports the Department of Energy by investing in research through a field laboratory well, or wells, established in collaboration with industry and academic research partners to expand public understanding of: (1) the overall effectiveness of Carbon Dioxide Enhanced Oil Recovery in unconventional oil reservoirs, (2) the possibility of combining Enhanced Oil Recovery and associated Carbon Dioxide storage in horizontal, hydraulically fractured unconventional oil wells, and (3) the potential for combining Enhanced Oil Recovery and associated Carbon Dioxide storage in a manner that results in a reduced carbon footprint oil classification for the incremental oil produced, aligned with the Administration's "net zero" carbon economy 2050 goal.

Grant Details
The programmatic authorizing statutes are Public Law (PL) 95-91, DOE Organization Act; and PL 109-58, Energy Policy Act 2005. The FOA seeks applications that will utilize one or more fit-for-purpose horizontal, hydraulically fractured well or wells-of-opportunity in established unconventional oil plays to carry out field-validated CO2 injection experiments. The research applications solicited by this FOA must focus on the injection of a significant quantity CO2 into the subsurface via a horizontal, hydraulically fractured well (or wells) completed in an acknowledged unconventional oil play with significant production history and geologic characterization.

Eligibility Requirements
U.S. citizens and lawful permanent residents, for-profit entities, educational institutions, nonprofits organized under U.S. laws with physical locations for business operations in the U.S., and state, local, and tribal government entities are eligible to apply for funding as Prime Recipients or Subrecipients. DOE/National Nuclear Security Administration (NNSA) Federally Funded Research and Development Centers (FFRDCs) and National Laboratories (NL) are eligible to apply as Subrecipients only.

Period of Performance
The anticipated project period of performance is 36-48 months. A minimum of 18 months of CO2 injection is required for project(s) to be considered successful.

Grant Value
$17,200,000 is estimated federal funding available for new awards under this FOA. The maximum DOE share of award is $8,600,000 for each anticipated individual award.
