Background
The U.S. Economic Development Administration (EDA) is issuing the FY 2025 Disaster Supplemental Notice of Funding Opportunity (NOFO) to support regions experiencing severe economic distress due to natural disasters such as hurricanes, wildfires, tornadoes, and floods occurring in calendar years 2023 and 2024.

The goal of this funding is to assist communities in recovering from disasters and improving their economic trajectories beyond pre-disaster conditions by engaging all aspects of the community, particularly private industry partners.

Grant Details
The Disaster NOFO provides funding through three pathways:
1. **Readiness Path**: Non-construction projects aimed at increasing a community's readiness for future disaster recovery funding. This includes strategy development, capacity building, and predevelopment costs necessary for future recovery projects. Funding ranges from $250,000 to $500,000.

2. **Implementation Path**: Projects designed to address economic challenges post-disaster through construction or non-construction efforts that improve economic conditions. Funding ranges from $100,000 to $5 million for non-construction projects and $2 million to $20 million for construction projects.

3. **Industry Transformation Path**: Large-scale coordinated projects led by regional coalitions aimed at transforming the economy through industry development or acceleration. Funding typically ranges from $20 million to $50 million for a portfolio of 3-5 projects.

Eligibility Requirements
Eligible applicants include:
- District organizations of EDA-designated Economic Development Districts (EDD)
- Indian tribes or consortia of Indian tribes
- State, county, city or other political subdivisions engaged in economic development
- Institutions of higher education or consortia thereof
- Public or private nonprofit organizations acting in cooperation with state officials
- Economic development organizations
- Public-private partnerships for public infrastructure.

Individuals and for-profit entities are not eligible.

Period of Performance
The period of performance varies by project type: Non-construction awards may range from 12 to 18 months; construction awards may range from 12 to 48 months.

$1,447,000,000 has been appropriated for this funding opportunity with specific ranges for different paths: Readiness Path ($250,000 - $500,000), Implementation Path ($100,000 - $20 million), Industry Transformation Path ($20 million - $50 million).

Place of Performance
Projects must be located in areas that received a major disaster designation due to natural disasters occurring in calendar years 2023 and 2024.
