Description

The Ecuador New Environmental and Economic Reactivation Partnerships Initiative is designed to increase the sustainability and impact of solutions in the following areas: seascape conservation, illegal, unreported, and unregulated fishing (IUUF), ocean plastic pollution, sustainable forests management, forest carbon sequestration and economic reactivation.

Background
The United States Agency for International Development in Ecuador (USAID/Ecuador) seeks applications from qualified entities, non- and for-profit organizations, to participate in USAID/Ecuador’s New Environmental and Economic Reactivation Partnerships Initiative. The initiative is designed to increase the sustainability and impact of solutions in areas such as seascape conservation, illegal, unreported, and unregulated fishing (IUUF), ocean plastic pollution, sustainable forests management, forest carbon sequestration and economic reactivation.

Grant Details
The Notice of Funding Opportunity (NOFO)/Annual Program Statement (APS) aims to increase the sustainability and impact of USAID/Ecuador’s development assistance through private sector and related partnerships in specific areas. The resulting award will be subject to 2 CFR 200 – Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards, and USAID’s supplement, 2 CFR 700. The NOFO/APS requires a 2-page Concept Note and matching funds with at least a 1:1 match of the activity’s overall cost. USAID intends to make an award to the applicant(s) who best meets the objectives of this funding opportunity based on the merit review criteria described in this NOFO/APS.

Eligibility Requirements
Eligible parties interested in submitting an application must provide all information as required in this NOFO/APS and meet eligibility standards in Section C. Implementing Partners are non-governmental or private sector entities (for-and non-profit). The preference is that implementing partners secure outside funding from a Resource Partner for the projects they propose to implement. USAID/Ecuador is particularly interested in working with Implementing and Resource Partners from the private sector and civil society that will mobilize domestic resources for development.

Period of Performance
Applications must state a period of performance. The period of performance must be 60 months or less for Areas 1-3 and 24 months or less for Area 4.

Grant Value
The total amount of funding to be awarded is estimated at approximately $50 million U.S. Dollars with about 4-6 individual awards. Various assistance award types are possible (Cooperative Agreements, Grants).

Place of Performance
The initiative is focused on specific areas within Ecuador including Galapagos Seascapes Governance, Solid Waste Management in the Galapagos and Coastal Mainland Ecuador, Sustainable Forest Management and Carbon Sequestration in the Amazon, and Economic Reactivation with Women-Led and -Owned Small- and Medium-Sized Enterprises.
