Background
The U.S. Department of State, Bureau of Democracy, Human Rights, and Labor (DRL) is offering an open competition for organizations interested in promoting long-term reconciliation and peace in Sri Lanka through independent, credible, transparent, effective, and victim-centric transitional justice processes. The program aims to address trauma, pursue justice, and hold perpetrators accountable by promoting the mental health and psychosocial well-being and resilience of key stakeholders in Sri Lanka’s transitional justice process.

Grant Details
The grant seeks programs that incorporate integrated, locally owned, and victim and survivor-centered approaches to accomplish at least two of the following objectives: 1) equipping Sri Lankan civil society, victims, survivors, and their families with skills, resources, and strategies to engage and advocate on justice and accountability issues; 2) providing healing services for mental health and psychosocial support for survivors and victims of human rights violations; 3) enabling impacted individuals to safely represent their interests in justice processes; 4) ensuring that impacted individuals observe justice processes aligned with their priorities. The implementing partner(s) must demonstrate a deep understanding of the Sri Lankan context and evidence of strong partnerships with in-country civil society groups. All programs should aim to have an impact that leads to reforms and has the potential for sustainability beyond DRL resources.

Eligibility Requirements
Eligible applicants include U.S.-based and foreign-based non-profit organizations/nongovernmental organizations (NGO), public international organizations, private/public/state institutions of higher education, and for-profit organizations or businesses. Cost sharing or matching is not a requirement for this grant opportunity. Applicants should have existing or the capacity to develop active partnerships with thematic or in-country partners, entities, relevant stakeholders including private sector partners and NGOs.

Period of Performance
The period of performance for the grant is 12-24 months with an anticipated time to award of 4-5 months pending availability of funds. Competitive proposals may also include a summary budget and budget narrative for 24 additional months following the proposed period of performance.
