Description

Commercial Scale Assembly or Component Manufactuing Facilities for Electrified Vehicles (Large, Medium and Small). To convert commercial scale assembly or component manufacturing facilities from internal combustion engine (ICE) to electrified vehicles.

Background
The U.S. Department of Energy (DOE) is issuing the Domestic Manufacturing Conversion Grants Funding Opportunity Announcement (FOA) under the Inflation Reduction Act of 2022 (IRA). The IRA includes $369 billion to support the Administration’s energy and climate goals by deploying clean energy, strengthening domestic manufacturing, and investing in workers and communities. The grant aims to support workers and businesses transitioning from internal combustion engine (ICE) vehicle manufacturing to electrified vehicle supply chain, retaining high-paying motor vehicle production jobs as the industry transitions to electric vehicles.

Grant Details
The FOA supports the growth of domestic production capability of electric vehicles and components, retaining or returning high-paying jobs in ICE vehicle manufacturing, strengthening collective bargaining agreements, supporting a just transition for workers and communities, expanding U.S. electric vehicle and component manufacturing, and strengthening domestic supply chains for electrified vehicles. The FOA seeks applications to convert commercial-scale assembly or component manufacturing facilities from ICE to electrified vehicles. It provides detailed technical descriptions of specific Topic Areas including large, medium, and small commercial-scale assembly or component manufacturing facilities for electrified vehicles.

Eligibility Requirements
Eligible applicants include institutions of higher education, for-profit entities, nonprofit entities, state and local governmental entities, Indian tribes, DOE/NNSA FFRDCs as subrecipients but not as prime recipients, non-DOE/NNSA FFRDCs as subrecipients but not as prime recipients. Federal agencies and instrumentalities (other than DOE) are eligible as subrecipients. Foreign entities may participate with an approved waiver from DOE.

Period of Performance
The anticipated period of performance for awards is 24-60 months with an approximate total federal funding available for all awards being $2 billion. The FOA only accepts new applications and anticipates making approximately 9-15 awards with individual awards varying between $25 million and $500 million.

Place of Performance
All work for projects selected under this FOA must be performed in the United States.
