Authorized by 7 U.S.C. 950aaa, the DLT Program provides financial assistance to enable and improve distance learning and telemedicine services in rural areas. DLT grant funds support the use of telecommunications-enabled information, audio and video equipment, and related advanced technologies by students, teachers, medical professionals, and rural residents. These grants are intended to increase rural access to education, training, and health care resources that are otherwise unavailable or limited in scope.

All applicants should carefully review and prepare their applications according to instructions in the FY 2024 DLT Grant Program Application Guide (Application Guide) and program resources. This Application Guide will be made available here and on the program website at https://www.rd.usda.gov/programs-services/distance-learning-telemedicine-grants. Expenses incurred in developing applications will be at the applicant's own risk.

Background
The Distance Learning and Telemedicine (DLT) grant program, authorized by 7 U.S.C. 950aaa, is administered by the Rural Utilities Service (RUS), a Rural Development (RD) agency of the United States Department of Agriculture (USDA). The program aims to provide financial assistance to enable and improve distance learning and telemedicine services in rural areas.

Grant Details
The DLT grant funds support the use of telecommunications-enabled information, audio and video equipment, and related advanced technologies by students, teachers, medical professionals, and rural residents. The grants are intended to increase rural access to education, training, and health care resources that are otherwise unavailable or limited in scope.

The total appropriated amount for FY 2024 is estimated to be approximately $60 million. The minimum grant amount is $50,000 and the maximum grant amount is $1,000,000. The performance period for the grant is a three-year period beginning from the date funds are released. Existing DLT awardees can submit applications for new projects that are distinct from previously funded projects.

Eligibility Requirements
Eligible applicants must have a Unique Entity Identifier (UEI) and an active registration that includes the Financial Assistance Representations and Certifications in the System for Award Management (SAM). Corporations that have been convicted of a federal felony within the past 24 months are not eligible.

Applicants must demonstrate matching contributions, in cash or in kind, of at least 15 percent of the grant amount requested. Projects located in areas covered by the Coastal Barrier Resources Act are not eligible for financial assistance from the DLT program.

Period of Performance
The performance period for the grant is a three-year period beginning from the date funds are released. Anticipated award date is September 30, 2024.

Grant Value
$60 million will be available for FY 2024. The minimum grant amount is $50,000 and the maximum grant amount is $1,000,000.

The specific geographic locations where the grant will be performed are rural areas across the United States.
